Background

  1. The Office of Parliamentary Counsel (OPC) has established a program of work, known as the Nimbus Program, which will enhance and modernise its ICT infrastructure. The program will be transformational and improve OPC’s cyber security capability, ICT stability, business application functionality, mobility, and exposure to risk.

OPC is currently in need of a singular Senior ICT solution Implementer to support the post-Nimbus Phase 1a activities such as support for our ICT service design, application management, cloud environment, completion of migration activities included in Nimbus scope, project management over existing vendors and managing OPC ICT products.

This need arises due to a skills and capacity gap within the existing team, to project manage the ICT product implementation services. The expertise required for this role is crucial to delivering the next phases of the Nimbus Program without delay.

Scope of Work

2. Specific responsibilities include:

1. End-to-End Solution Implementation

  • Assist with the setup, integration, testing, and transition of ICT systems.
  • Execute ICT transformations covering full lifecycle management.
  • Facilitate transitions to digital services and secure cloud environments.

2. ICT Project Management

  • Develop and maintain project plans, schedules, risk registers, and governance documentation.
  • Coordinate and attend ICT management and vendor meetings.
  • Manage vendors and suppliers to deliver holistic solutions.
  • Ensure compliance with SLAs and government governance frameworks.

3. ICT Product Management

  • Oversee OPC ICT products throughout their lifecycle.
  • Ensure alignment with product development roadmaps and business needs.
  • Provide recommendations for improvements and future enhancements.
  • Provide implementation assistance with new ICT products and services.
  • Prioritise backlog items and ensure alignment with business objectives.
  • Engage stakeholders to validate requirements and manage expectations.

4. Service Design

  • Refine and document ICT service design aligned with OPC’s strategic objectives.
  • Represent OPC’s interests in solution design and delivery.
  • Advise on the completion of outstanding migration tasks from Phase 1a.
  • Develop and execute implementation or decommission plans.

3. Delivery Contact Days

When delivering the scope of work by the singular ICT Solution Implementer, OPC only requires the resource 1 day a week until 1 March 2026 and then full time from 1 March 2026 to 31 May 2026. This approach allows OPC to:

  • manage costs efficiently during a lower workload period
  • provide continuity and expertise for critical design, migration planning, and vendor coordination without over-resourcing; and
  • from 1 March 2026 to 31 May 2026, the engagement shifts to full-time because this period will involve intensive implementation activities.
