Tender Description
(CCWMG), are developing a draft kerbside waste collection tender pack for participating local Councils. These documents have been based off the already established kerbside Recycling and Food Organic Garden Organics (FOGO) service rolled out since September 2024.
The CCWS are in the process of applying for ACCC approval to undertake this regional procurement and interim authorisation to commence the tender process, whilst awaiting the final determination. This tender is being developed ready to go to market if/when interim authorisation is received.
Services required include undertaking a review of the draft tender pack to check:
o Compliance with Local Government Act 1993, Local Government (General) Regulations 2015 and DWM's Code for Tenders and Contracts
o Verify inclusion of commercial-in-confidence protections
o The structure of the tender pack is complete
o Language is plain and unambiguous
o Appropriate definitions are included
o For any conflicting requirements between sections
o Vehicle and safety standards are suitably defined
o Performance measures and KPIs are clear and measurable
o Evaluation framework for the tender is transparent
o Insurance and indemnity requirements are appropriate
o Dispute resolution process is appropriate
o The tender documents and proposed contract facilitates continuous improvements in service across the duration of the service.
