TechnologyOne System & Administration Health Check

Scope of Work

The Commission is looking for a provider with skills and experience across finance, digital and TechnologyOne to undertake a review of elements of the current setup and administration of the Commission’s implementation of TechnologyOne and assist with prioritisation and planning for the next phase of system development.

The selected provider will be required to perform following key activities:

1. System and Administration Health Check: Review the overall TechnologyOne system setup including configuration, workflows, and controls. Identify any modules or functionalities configured sub optimally or inconsistently with regards to common setup across federal government clients. Review system administration scope, policies, processes and other practices compared to better practice approaches.
2. Utilisation and License Analysis: Analyse the current licensing arrangements to identify any features or modules that are available and are not being utilised or not fully utilised. Identify and evaluate the potential benefits and efficiency gains achievable through activation or improved use of these features or modules.
3. Configuration and Workflow Analysis: Assess the level to which system configuration and workflows support the key finance functions and align/comply with PGPA and other government policies and rules. Identify opportunities to streamline or improve controls within the system configuration and workflows.
4. User Access and Profile Analysis: Review user profiles, access and permissions against role, responsibilities and governance requirements and compared to better practice approaches. Identify instances of restrictive or excessive access, role conflicts or segregation of duty breaches, along with opportunities for other improvements to access roles and profiles. Provide actionable recommendations to improve access governance and security controls.
5. Recommendations and Action Plan Report: Provide a comprehensive report summarising findings, insights and areas of improvement. Develop a prioritised action plan outlining the recommended configuration changes, activation of unused functionalities and process improvements. Provide indicative effort estimates and resources required for implementing the action plan.
