ABOUT THE TENDER:
Australian Rail Track Corporation (ARTC) is seeking tenders from competent contractors to provide materials and services to undertake the Points Machine Monitoring (PCM) Hunter Valley works.
SCOPE
Delivery of the point condition monitoring system to be applied at selected sites across the ARTC Hunter Valley network. The locations described are either a set of points or swing nose crossing. All works shall be undertaken in accordance with ARTC Standards, Australian Standards, Guidelines, Network Rules & Regulations, Policies and Procedures
The locations where the system is to be installed and the number of points machines needing the upgrade is listed below:
- NCIG x 8 Point machines
- Kooragang x 1 Point machines
- Port Waratah x 3 Point machines
- Maitland x 5 Point machines
- Mount Owen x 6 Point machines
- Newdell Junction x 2 Point machines
- Drayton Junction x 12 Point machines
- Muswellbrook x 10 Point machines
- Bengalla x 4 Point machines
Total = 51 Point machines
Works Included
The works shall include, but not necessarily be limited to the following:
1. Signalling Design, Procurement, Manufacture, Installation, Testing, Commissioning, Certification and handover including all Safeworking required and supply of all materials for the point condition monitoring system install works at all specified locations across the Hunter Valley network of ARTC. The works shall be undertaken in accordance with ARTC Standards, Australian Standards, Hunter Valley Guidelines, Network Rules & Regulations, Policies and Procedures
2. The provision of all labour, plant, equipment, materials and consumables and all things necessary to perform and successfully complete the Work as described in the Contract documents
3. Written confirmation of any preparatory works required to be completed by ARTC for the Contractor, 7 days prior to work being required
4. Equipment and materials collection, distribution and preparation works
5. Rail safe working plans, controls and measures in accordance with ARTC Safety Procedure SP–05-02
6. All required labour of 3rd party interactions including costs and fees and all works required to produce the specified works
7. Signalling Design for the implementation of point condition monitoring system works in accordance with ARTC Standards and Guidelines;
8. Procurement of all necessary signalling equipment and other materials except ARTC supplied materials as listed in Appendix G;
9. Installation, Testing, Commissioning and Certification of point condition monitoring equipment in accordance with ARTC Standards and Guidelines;
10. Protection of existing infrastructure, including cess drains, and prevention or tidy up of fouling from debris, spillages etc., as a result of work activities;
11. Certification of the work by the Commissioning Engineer prior to completion of the track occupancy period;
12. Certification of track by Contractors Track Examiner (PW52/53) if track formation or shoulders are disturbed;
13. Site clean-up and demobilisation;
14. Corrections to defective work attributed to the Contractor’s workmanship;
15. All defective work must be rectified within the specified timeframe. All costs associated with the removal and rectification of defective work will be borne by the Contractor;
16. Submission of As-Designed (IFC) drawings and documentations as required by ARTC Standards that the work has been completed in accordance with ARTC Standards within the specified tolerances;
17. Submission of As-Installed drawings and documentations as required by ARTC Standards that the work has been completed in accordance with ARTC Standards within the specified tolerances;
18. Submission of As-Commissioned drawings and documentations as required by ARTC Standards that the work has been completed in accordance with ARTC Standards within the specified tolerances;
19. Submission of As-Built drawings (including Signalling Design) and documentations as required by ARTC Standards that the work has been completed in accordance with ARTC Standards within the specified tolerances.
20. Provision of Interim Maintenance Copies (IMC) of the As-commissioned Circuit Book, Signalling Plan and Track Insulation Plan in all affected locations

SUBMISSIONS:
Completed responses must be submitted via the electronic tender box. This Tender uses two (2) tender boxes. Documents submitted as follows:
1) The first tenderer document "07709 Part 1" is to be used to submit Section B Part 1 Commercial Schedules into tender box 1; and
2) The second tenderer document "07709 Part 2" is to be used to submit Section B Part 2 Technical Schedules and all other Tender documentation into tender box 2.
