Tender Description
The successful consultant will be required to provide in-house (seconded) services in Darwin and/or Alice Springs, to the Department of Logistics and Infrastructure (DLI) staff and client agencies on all matters regarding environmental management on a range of Northern Territory Government (NTG) building and civil infrastructure projects from across the Northern Territory (NT).
Key duties and responsibilities will include:
- Provide seconded, specialist professional environmental services to the Environment and Sustainability Unit of DLI’s Transport Planning division, including Senior Management, Project Managers, regions and client agencies on all phases of design/documentation and delivery of building and civil infrastructure projects.
- Identify requirements for and undertake environmental and cultural clearances in accordance with DLI procedures, to facilitate timely planning and delivery of projects.
- Use ArcGIS to undertake desktop reviews of spatial information and develop maps to show various spatial layers.
- Prepare and submit applications for environmental and cultural heritage approvals for projects to ensure that relevant environmental clearances are obtained in a timely manner.
- Undertake preliminary site inspections to inform development of environmental risk assessments.
- Develop environmental referrals, notice of Intent, public environmental reports etc. in accordance with Federal and NT Legislative frameworks and guidelines, and DLI risk mitigation processes.
- Evaluate Contractors’ Environmental Management Plans (CEMP), including sub-plans to address project specific requirements such as erosion and sediment control plans.
- Undertake site inspections/audits as approved by the Contract Manager.
- Establish an excellent working relationship with clients and communicate effectively, both orally and in writing, on all matters relating to environmental issues related to Northern Territory Government building and civil infrastructure projects.
- Carry out all duties in accordance with Departmental work, health and safety policies, relevant environmental legislation and regulations and Engineering and Environment Services’ procedures, environmental standards and guidelines.
- Development of strategic documents as negotiated with the Contract Manager.
