Tender Description
Sunshine Coast Council manages approximately 480 km of unsealed roads across the region. Each year, roads selected for re-sheeting and associated works are identified through engineering assessments and on-site inspections. These maintenance activities aim to ensure the safety of road users, meet defined service levels, and extend the lifespan of the road network.
Council invites tenders from qualified and experienced contractors to undertake re-sheeting works on selected roads. The successful contractor will be responsible for collecting, transporting, and laying 2.5 Grade Maintenance Gravel sourced from Image Flat Quarry, at the designated sites listed in the Schedule 5 - Attachment 1 - Service Specification - Appendix 3 Program of Work (POW) Base Data Template.
The POW includes six roads across two zones:
• Southern Zone – Division 1
• Northern Zone – Division 10
This tender is for a single contract and is not divided into separable portions. If subcontractors are proposed, evidence of robust management systems must be included in the tender. Works are scheduled between February and April 2026, with completion required by 30th April 2026.
The contractor must provide all necessary resources at their own cost, including:
• Work crews
• Transport and labour
• Traffic control
• Materials, plant and equipment
• Signage and electronic systems
• Office and site facilities.
Traffic control must comply with:
• Queensland Guide for Temporary Traffic Management (QGTTM)
• Austroads Guide to Temporary Traffic Management (AGTTM)
• Other Relevant standards.
The contractor will act as the Principal Contractor under the WH&S Act and Regulations, managing site safety and trafficability while minimising disruptions. Spoil and profiling must be transported to a Council-nominated stockpile site, or to an alternative disposal site at Council’s expense if directed. A sustainable approach to material management is expected.
While Council does not mandate a specific schedule, a detailed program management methodology must be submitted, accounting for public holidays and non-work periods to ensure timely completion.
The contract is expected to commence on 23 February 2026 and conclude by 30 April 2026.
An information session will be held on 11 December 2025. Attendance is not mandatory, however potential respondents are encouraged to attend. Details are provided in Schedule 2 of the Invitation to Tender.
Please note that, as this tender will be open during the holiday period, requests for information received between 19 December 2025 and 11 January 2026 may not receive a response before 12 January 2026.
