Tender Description

The City of Port Lincoln is inviting First Nations peoples with a connection to Port Lincoln to submit an Expression of Interest to create an artwork design for the City’s Innovate Reconciliation Action Plan (RAP).

Council has begun developing its Innovate RAP to continue its ongoing commitment to building respectful relationships that honour our Elders and all First Nations peoples in our community and their enduring connection to Country.

The Innovate RAP is the second plan in Council’s reconciliation journey, following the Reflect RAP adopted in September 2021. Council remains committed to walking together, learning together, and growing together on the path to reconciliation.

Aboriginal and Torres Strait Islander artists are invited to submit an Expression of Interest outlining their design idea and providing two examples of previous artwork. Council encourages designs that are meaningful to the local area and reflective of reconciliation.

Mayor Diana Mislov said, “Our City’s Innovate Reconciliation Action Plan will build on the foundations of the Reflect RAP and strengthen our relationships with First Nations peoples. We have so many wonderful artists in our community of all ages, and we would love for someone to participate and share their story about our local region or journey of reconciliation. We look forward to seeing local creativity expressed through this meaningful artwork.”

All submissions will be reviewed by the RAP Working Party, which is working alongside Council to develop the Innovate RAP. The selected artist will then collaborate with Country Arts SA’s Arts and Cultural Facilitator, Gillian Steel, to finalise the artwork by Monday, 12 January 2026.

The successful artist will receive an artist fee of $2,000 plus GST (if applicable) for the acquisition and reproduction licence of the artwork.

A copy of the Reflect Reconciliation Action Plan featuring the artwork and story by local Galinyala Barngarla artist Vera Richards is also available to view.

Copies of the Expression of Interest Form are available at the Council Office, Port Lincoln Library and Nautilus Arts Centre. Completed forms may be submitted in person at the Council Office or Port Lincoln Library or emailed to community@plcc.sa.gov.au.

Expressions of Interest open Wednesday, 12 November and close Tuesday, 2 December 2025 at 4pm.
