Community-based Local Adaptation Plans (LAP) for Urenui and Onaero

The project partners New Plymouth District Council (NPDC) and Ngati Mutunga are seeking a consultant, or consortium, with proven experience in developing high-quality, community-based Local Adaptation Plans (LAPs). This will focus on the communities of Urenui and Onaero.

The LAPs should be developed with the community, for the community, and by the community. Its development will be grounded in full ownership by both local residents and mana whenua. The resulting plan will be a community-informed, strategic document that reflects the unique needs, values, climate risks, and natural hazard challenges and opportunities of mana whenua and the wider community. The plan will have a strong focus on a future vision for the community and take a community-based risk assessment approach.

A strong education and awareness component will be central to the LAP, ensuring that the community is taken on a journey of learning and empowerment, particularly around understanding risks as well as opportunities. This will facilitate knowledge transfer from experts to locals, building capacity within the rohe and strengthening collective resilience to climate change and environmental pressures.
