Tender Description

The Department of Customer Service, through the NSW Telco Authority, is implementing the Device Bank Pilot as part of the NSW Digital Inclusion Strategy to inform a potential state-wide rollout.

Project goals

  • Provide refurbished, cyber-safe laptops with internet connectivity to priority cohorts, including socio-economically disadvantaged individuals, First Nations communities, seniors, people with disability, culturally and linguistically diverse groups, and residents in regional and remote areas.
  • Enable recipients to access essential online services, education, employment opportunities, and government programs, improving digital confidence and reducing reliance on in-person service delivery.
  • Support NSW Government’s sustainability objectives by diverting e-waste through refurbishment and reuse, in compliance with AS 5377:2022.
  • Work with trusted community organisations to ensure culturally appropriate distribution, onboarding, and digital literacy training.
  • Ensure certified data sanitisation, ISO 27001:2022 compliance, and adherence to NSW Cyber Security Policy, PPIP Act, HRIP Act, and MNDB scheme.
  • Deliver robust reporting on device lifecycle, training completion, and social impact outcomes to inform any future statewide rollout.

Scope

  • Secure device collection from NSW Government facilities
  • Transport and storage to a secure, fit-for-purpose location.
  • Data sanitisation for all devices.
  • Device testing and grading or valuation assessment of each asset.
  • Refurbishment or repair of devices for donation.
  • Installation of software, including an OS.
  • Identification and engagement with Recipients in digitally excluded cohorts.
  • Assessment of potential Recipients to confirm eligibility.
  • Community engagement and support, including culturally appropriate IT and digital literacy assistance.
  • Provision of internet connectivity.
  • Provision of refurbished laptops that are clean, ready-to-use.
  • Culturally appropriate digital inclusion support.
  • Responsive IT support, including repair/replacement at no cost to Recipients.
  • Digital literacy training, provided either, directly by the Supplier, or through collaboration with the Recipient’s local community organisations.
  • Environmental compliance on device disposal.
  • Impact measurement providing qualitative and quantitative evidence of social impact.
