Tender Description

This Tender is invited by the Issuer.

The goal of this procurement is to develop a Benefits Framework that will enable the NDIS Commission to measure and articulate regulatory impact (such as benefits from improved quality and safety of NDIS supports to people with disability) and scheme savings (such as contributing to the fiscal sustainability of the NDIS). This Framework may be used to improve external reporting products, inform internal resource allocation, and support the development of new policy proposals.

These benefits of the Commission’s regulatory activities may be both quantifiable and qualitative and may be articulated as benefits to people with disability receiving NDIS-funded supports, benefits to NDIS providers and workers, fiscal benefits to the NDIS scheme, and/or other benefits to the community, society, disability sector, or national economy.

The framework may be consistent with similar concepts for other regulators of the care and support economy but must be specifically applicable to the NDIS Commission and the disability context.

 Expected outcomes include:

  • improved consistency in articulating the Commission’s real-world impacts to the general public, stakeholders, ministers and central agencies including through regular and annual reporting and through the budget process;
  • Improved coherence in articulating benefits with other agencies regulating the care and support economy
  • Improved information to internal decision-makers to support resource allocation against competing priorities
  • Ultimately, through these outcomes, there are improved quality and safety of NDIS supports to people with disability and improved fiscal sustainability of the NDIS

 The key deliverable outcomes:

  • Provision of a Benefits Framework that will enable the Commission to measure and articulate regulatory impact and scheme savings, with supporting methodology; and
  • Automation of the collection of data to input into the model that quantifies quantifiable benefits to support the measurement of the benefits framework within the Commission’s standard reporting and transformation journey on an ongoing basis; and
  • Advisory support to link to and/or enhancement of the existing Activity Based Cost Model to reflect quantified financial benefits.

Expected Delivery Timeline:

  • December 2025 – February 2026 – development and presentation of the benefits framework for executive and central agency approval
  • Advisory support to link to and/or enhance the existing Activity Based Cost Model to reflect quantified financial benefits.
  • February 2026 – June 2026 – build automation of the collection or upload of data to input into the model that quantifies quantifiable benefits to support ongoing measurement of the benefits framework through the transformation journey for the Commission.
