Tender Description

Timely transport and sustainable disposal services for expired and/or obsolete medical products (e.g. gloves, gowns, masks, etc.) stored within NSW Health warehouse facilities.

Project goals

Overall Project Objectives

  • Ensure Immediate Compliance
  • Facilitate the timely and sustainable disposal of approximately 1,000 pallets of expired medical products to maintain compliance with storage, safety, and regulatory requirements.
  • Establish Ongoing Disposal Capacity
  • Create a Standing Offer Panel of qualified suppliers (3 + 1 + 1 years) to provide the Agency with reliable, flexible, and cost-effective disposal services for expired and surplus medical products.
  • Maximise Sustainability Outcomes
  • Prioritise disposal solutions that minimise landfill and promote recycling, repurposing, or energy recovery in line with the NSW Government waste hierarchy and sustainability commitments.
  • Maintain Value for Money
  • Deliver competitive outcomes through a multi-supplier panel arrangement that fosters price tension, operational efficiency, and service continuity for the Agency.
  • Promote Innovation and Market Development
  • Encourage suppliers to propose innovative disposal methods and demonstrate continuous improvement in sustainability and efficiency over the life of the panel.

Scope

The purpose of this EOI is to identify and assess suitably qualified and experienced suppliers capable of providing transport and sustainable disposal services for expired and/or obsolete medical products (e.g. gloves, gowns, masks, etc.) stored within NSW Health warehouse facilities.

This EOI is the first phase of a two-stage procurement process. Information gathered through this EOI will assist the Agency in understanding market capability, innovative approaches to sustainable disposal, and potential service models to inform the subsequent RFT stage.

Specifically, through this EOI the Agency seeks to:

  • Identify suppliers with the capability, capacity, and compliance to provide secure transport and environmentally responsible disposal of expired medical products.
  • Understand available disposal methods and sustainability innovations, including recycling, reuse, and energy recovery pathways that minimise landfill.
  • Gather indicative information on collection processes, geographic coverage, and logistical capacity to manage the volume of expired and obsolete products.
  • Assess the level of market interest and competition to determine whether a panel arrangement would deliver value and service continuity.
