Background
The Public Transport Authority (PTA) requires the services of specialised environmental Consultants to conduct asbestos inspections and risk assessments, and to plan, manage and deliver the remediation of asbestos buildings and structures. The PTA is responsible for asbestos in buildings within the Perth metropolitan and regional areas. The PTA owned and managed land also contains an unknown quantity of underground asbestos structures such as pits and pipework. The PTA has an ongoing funded program to proactively inspect and remediate asbestos buildings and structures to minimise risk to human health. The long-term objective of the PTA’s program is to remove all known asbestos from its buildings and structures, acknowledging that this is not possible in some locations due to operational requirements or where the asbestos is an integral part of a building’s structural stability.
Scope of Requirement
The purpose of this procurement is to establish a Standing Offer arrangement that can be utilised by all branches within the PTA, and centralised to the Procurement and Commercial Services, Panel Management team.
The scope of work will include the following:
- Project Management;
- Asbestos Inspections;
- Asbestos Remediation (Class A and Class B);
- Asbestos Clearances (Class A and Class B);
- Emergency Call Outs;
- Scoping and management of works which will or may impact, or be impacted by, asbestos within structures; and
- Documentation Review.

Note to Respondents: The Provision of Asbestos Inspections and Remediation require appropriate licenses for persons carrying out specific activities including all, or any investigating, advising or works on matters relating Asbestos Inspections and Remediation.
Where the activities described above are carried out under this Contract, the Successful Consultants and its sub-contractor/s must hold the following relevant licences issued by Worksafe:
Class A removalist: Can remove all types of asbestos.
Licensed asbestos assessor: Can perform air monitoring, clearance inspections, and issue clearance certificates for all asbestos removal work and must be used for friable asbestos removal work conducted by a Class A removalist.
Standing Offer Information
This Standing Offer is primarily established to assist the PTA to plan and manage the inspection and remediation of asbestos buildings and structures on the PTA Network.
It is important to note that the contractual arrangement formed between the successful Respondent and PTA will be with the Respondent directly.
A minimum of two (2) qualified Consultants will be appointed for the Provision of Asbestos Inspections and Remediation. It is anticipated that a Consultant (the Respondent) will have to enter into a sub-contracting agreement with a Licensed Asbestos Removalist, hereafter referred to as the Subcontractor, to deliver the scope of works requested by the PTA.
The PTA will review the Panel framework and composition annually or at other times determined appropriate by PTA to assess whether an additional Contractor/s are required to satisfy the service requirements of the PTA. The PTA reserves the right to add Consultants to the Standing Offer arrangement at its discretion at any time during the term of the Standing Offer, through a public tendering process.
The PTA reserves the right at its absolute discretion to source services outside this Standing Offer Arrangement if so, determined by the PTA.
Standing Offer Utilisation:
This Standing Offer is being established to assist and meet the requirement to plan and manage inspections and remediation of asbestos buildings and structures on the PTA Network. This Standing Offer Contract does not preclude other PTA Divisions obtaining services under this Arrangement.
Standing Offer Structure:
It is expected that this Standing Offer will consist of a minimum of two (2) Consultants with suitable skills and experience to cover the requirements of the Provision of Asbestos Inspections and Remediation. Additional Consultants may be added to the Standing Offer arrangement at the PTA’s discretion as required depending on availability of Personnel and estimated workload over the life of the Contract.
A Contract Manager will be appointed who will be the PTA person ultimately responsible for the management of the Standing Offer processes and other general related matters. PTA Contract Manager will be responsible for daily operational usage / requirements. The successful Consultants will be required to appoint a Contract Relationship Manager.
Term of the Standing Offer:
The Standing Offer arrangement will be in operation for an initial three-year term. There will be two one-year extension options, available at the absolute discretion of the PTA. The total aggregated duration of the Standing Offer arrangement does not exceed five years.
