Annangrove Park Reserve - Renew Sports Field Lighting

The Hills Shire Council is currently seeking appropriately qualified and experienced respondents for the provision of services outlined in the specifications.

BACKGROUND

The Hills Shire Council wishes to engage the services of a suitable qualified and experienced Contractor to renew the existing lighting infrastructure within Annangrove Park Reserve, Annangrove. The existing setup includes 6 timber poles, 1 being a Telco pole. This project will involve replacing the existing lighting poles and associated infrastructure with new lighting that meets current Australian Standards and achieves the project scope.

SCOPE OF WORKS

The extent of the scope will be to include the following:

• Site establishment, site management, safety requirements, fencing, signage, dilapidation report, O&M manual, As-Built drawings, DBYD and environmental controls for the duration of the works.

• A project specific program is to be provided with May 2026 completion. Lead times on supply items are to be provided within the program.

• Engagement of a registered surveyor to mark and peg out exact pole locations on the field in the attached dwg file to ensure the critical minimum required clearance for the sportsfield is achieved.

• Disconnection, removal, and disposal of any existing lighting infrastructure, materials generated, as well as any other associated redundant infrastructure not required to achieve the design.

o The existing TELCO pole is to remain. Lights are to be disconnected.

• Footing construction in accordance with JHA Annangrove Park Sports Field Lighting Structural Services and associated documentation.

• Supply and installation of new lighting infrastructure, including any poles, light fittings, lights, controllers, surge protection, cabling, conduit, and all other necessary items as per JHA Annangrove Park Sports Field Lighting Electrical Services drawings and associated documentation.

• Inspection of the existing distribution board and lighting control system. Allow for any associated works to accommodate new lighting design.

• Site restoration with all surfaces to be made good and any excess spoil to be removed from site at the contractor’s expense. All trenches to be back filled with sand and tracer tape installed over the top and compacted with excavated material.

• Testing and commissioning including certification of compliance with AS2560 Sports Lighting to achieve 100 lux average for football fields and AS4282 Control of the obtrusive effects of outdoor lighting to ensure light spill is within permissible limits.

• Supply Work as Executed Drawings, operations manuals, warranties, engineers’ certificates, electrical compliance certificate, and survey showing 100 lux level achieved on the sports field.
