Arawhata Wetland Stage 1, Phase 1

The design and construction of the Arawhata Wetland forms part of a major investment by Horizons Regional Council (HRC) in partnership with Mana Whenua and is a project designed and constructed to improve the water quality and ecological health of Punahau/Lake Horowhenua. This tender is the first phase of the multiple- staged project.

You are hereby invited to submit a Tender for the construction works of the sediment pond and sediment retention wetland and associated works (Stage 1, Phase 1.1) of the Arawhata Wetland Project.

A set of Tender Documents is enclosed with an additional Form of Tender and associated Schedules, which are required to be completed with your Tender.

When submitting Tenders, all documents referred to in the attached Instructions to Tenderers are to be submitted. Tenders are required to be submitted by 4.00 pm on Friday 29th November 2025 via Horizons Regional Council's E-tendering portal.

Please note that the Principal will undertake early involvement with preferred tenderers enabling a collaborative, robust risk management, innovation and public value procurement process.

The tender herein provides sufficient project information to enable a healthy tender response. We ask that when Tenderers are preparing their Schedule of Prices and rates, that consideration is taken to provide prices rates that can be held throughout the full tender process until contract award.
