Tender Description

The Department of Foreign Affairs and Trade (DFAT), through its Overseas Property Office (OPO), is seeking to engage a suitably qualified and experienced Supplier to provide on-site project director services for the delivery of the new Australian High Commission (AHC) in Honiara, Solomon Islands. This is a complex capital infrastructure project with a significant security overlay, requiring in-country representation to manage delivery in a challenging international environment. The successful Supplier will act as DFAT’s on-site representative, ensuring the project is delivered to a high standard, on time, and in accordance with approved design documentation, program, budget, and security requirements.

Conditions for Participation:

Legal Entity Requirement - Tenderers must be a single legal entity at the time of submission.

Security Clearance - The primary resource must hold a minimum NV1 security clearance.

Secondary resources do not require clearance but may be supported to obtain one if eligible.

Workplace Gender Equality Compliance - Tenderers must not be named as non-compliant under the Workplace Gender Equality Act 2012 (Cth).

Legal Standing - Tenderers and any proposed subcontractors must not be subject to:

  • Adverse court or tribunal decisions (not under appeal) for breaches of workplace relations, WHS, or workers’ compensation laws, unless fully complied with.
  • Listing on the World Bank List, DFAT Consolidated List, or similar development donor lists.

Minimum Experience - The Supplier must demonstrate a minimum of 5 years’ experience delivering high-quality projects in overseas locations and/or projects with significant protective physical security overlay.

Mandatory Training - Specified personnel must undertake DFAT’s mandatory pre-deployment training, including security and driver training, and maintain a current remote first-aid certificate.

Timeframe for Delivery:

The proposed contract will have an initial term of 78 months, with two optional 12-month extensions at DFAT’s discretion.
