Tender Description

⁠⁠⁠1. Purpose

The purpose of the Specification is to detail the minimum requirements for pest control for Central Highlands Regional Council Water Utilities Department.

This Specification must be read in conjunction with the Council Goods and Services Contract and the Water Utilities – General Specification which outlines all general requirements for works being conducted for the Utilities Department on utilities infrastructure.

The Contractor must adhere to these requirements unless agreed otherwise in writing by Council during acceptance of the offer.

2. Scope

The services described in this Specification are referred to as the Works in this Specification.

This Specification provides the requirements for:

a. Application for Permit to Work (2) weeks in advance of undertaking works

b. Pest Control requirements

c. Provide service report, defects report and site photo’s

3. Relevant Contract

The Works will be performed under Council’s Goods and Services Contract.

All work shall be completed in accordance with the Goods and Services Contract as well as the requirements outlined in the Water Utilities – General Specification and this Water Utilities – Pest Management Specification.

4. Mandatory Requirements

The Contractor and their staff must be licenced as a Pest Management Technician to apply pesticides and fumigants commercially and completed approved training such as Cert III in Pest Management.

Must comply with all current occupational health and safety legislation.

5. Scope of Work for Contractor

The Works comprise the supply of suitably qualified contractor to perform annual pest management on all Central Highlands Regional Council water and wastewater sites listed below.

The following sites must be inspected annually with application of pest management as detailed in item 3.

The Contractor must:

a. Be qualified to undertake the necessary pest management.

b. Staff attending site must be inducted to site and registered in Council’s Linksafe system and load relevant trade and safety qualifications into Linksafe.

c. Review all information made available by Council relating to the facilities.

d. Perform the following pest management as a minimum:

i. Spiders, ants and cockroaches

• Spray a chemical that will control spiders, ants and cockroaches for a 12 month period

• Apply a test label to a visible location indicating date of inspection and type of treatment carried out

• Provide a 12-month warranty and return to site at no additional cost if it is evident in the first six months that spiders, ants and cockroaches have not been appropriately controlled at the site.

i. Install rodent baits (Provisional Item)

• Other sites - where it is evident that rodent baits are required due to the presence of rodent droppings (photo evidence to be supplied of each location where rodent stations are installed).

• Rodent traps at all Wastewater Treatment Plants

• Below ground conduit bating - adhoc

ii. Termite inspection (All Sites)

• Undertake a 12-month visual inspection of buildings for evidence of termites

• Where it is evident that termite treatment is required, notify

• Apply a termite inspection label to to a door or visible location indicating date of inspection and type of treatment carried out

• Provide termite inspection and treatment report with any recommendations.

• Where termites are encountered, contact Council to confirm if termite treatment is to be carried out at the site and confirm whether the standard termite treatment as priced is appropriate for the site.

• Council may request some adhoc inspections to sites not listed in the 12-monthly inspection schedule.

iii. Termite treatment (Provisional Item – Adhoc on request)

1. Where it is evident that termite treatment is required, carry out treatment

2. Apply termite treatment once confirmed by Council to proceed with termite treatment

3. Provide a 12-month warranty and return to site at no additional cost if it is evident that termites have not been appropriately controlled at the site.

e. Site cleanup and disposal of debris or replaced parts on completion of works.

6. Works to be carried out by Council

The Council must:

1. Provide site access and site induction

2. Notify Contractor a minimum of 30 days prior to the commencement of work on site, referencing a work order number.

3. Provision of a spreadsheet with asset ID’s and information to be completed by the Contractor or access into Council’s Technology One Platform that enables electronic entry of the required data into a work order.

4. Provide system access and training to the Contractor if work orders are to be completed using Council’s Technology One Platform.
