Key problem/s
AUSTRAC is seeking information from the market about potential vendors who can recruit, provide or support AUSTRAC with delivery and development team(s) skilled in Pega platform development. This program of work would support the design, enhancement and sustainment of enterprise workflow solutions for AUSTRAC’s Operational Regulatory Business & Intelligence Tool (ORBIT). This could include solutions seeking to enhance AUSTRAC’s case management and Customer Records Management (CRM) Platform, contact centre and bespoke solutions aimed at supporting AUSTRAC’s growing operational and regulatory needs.
Subject to a suitable vendor being found, AUSTRAC is looking to a establish a longer term i.e. 3 years plus commercial relationship for Pega platform development.
AUSTRAC is currently configuring the Pega cloud-based platform in connection with existing Pega, on-premises solutions to deliver these key business applications. We are seeking to establish a long-term delivery partner arrangement capable of standing up multidisciplinary agile teams to work with AUSTRAC resources to support the ongoing development and enhancement of the Pega platform’s contribution towards ORBIT.
The agency currently operates a blended delivery model combining internal resources and vendor-provided specialists. This RFI seeks to identify potential partners with demonstrated delivery maturity for customer facing and internal digital products, leveraging agile methodology that promote accountability and will ensure value for money for AUSTRAC. Any successful vendor will need to demonstrate structured agile practices that promote a product management mindset, and strong technical capability working on a primarily output based engagement model.
The users and their needs
AUSTRAC performs a dual role as Australia’s anti-money laundering and counter-terrorism financing (AML/CTF) regulator and financial intelligence unit. We ensure regulated businesses comply with their obligations to have systems and controls in place to manage their risks and protect them and the community from criminal abuse.
As Australia’s AML/CTF regulator, we regulate more than 19,000 businesses that provide financial, gambling, bullion, remittance and digital currency exchange services. With the legislative updates to the Anti-Money Laundering and Counter-Terrorism Financing Act 2006 (the Act), new services and entities, known as tranche 2 Reporting Entities (REs), will come under our regulation from 1 July 2026, resulting in an uplift of REs from approximately 19,000 to an estimated 100,000. Therefore, AUSTRAC requires uplift to our existing digital capability in preparation for meeting our enhanced AML/CTF obligations.
Objectives:
Through this RFI, AUSTRAC seeks to understand how market participants could:
- Establish, mobilise and manage multi-disciplinary scrum teams comprising skillsets including, but not limited to: Pega developers, product managers, business analysts, testers, scrum masters and solution architects, as well as general administrative support.
- Approaches to governance, performance measurement, and quality assurance including the provision of existing templates currently in use for similar pieces of work.
- Effective delivery, governance, and commercial frameworks used in similar engagements.
- Typical commercial frameworks and risk-sharing arrangements.
- Opportunities for innovation, accelerators, or methods that improve delivery efficiency and knowledge transfer.
Technical/business constraints
Respondents must be qualified to receive Requests for Quotation on the DMP2 Professional and Consulting Services (PCS) panel sub-category for - application, software engineering and development services. Respondents who do not qualify against this PCS sub-category cannot be shortlisted from this RFI process.
