Tender Description
The City of Port Adelaide Enfield invites submissions from interested parties to identify capacity and capability for a select process for Early Contractor Involvement (ECI) for delivery of its Semaphore Foreshore Masterplan - Early Contractor Involvement (ECI)
PROJECT SCOPE
The redevelopment of the foreshores includes a variety of works as listed below.
Demolition Works
- Demolish existing structures, including the Kiosk, North Hub toilet block, and Train Depot shed.
- Relocate the Mini Steam Train Station shed
- Remove all existing hardscape, softscape, street furniture, and fixtures
- Remove sections of the existing railway track and associated paving
- Transplant existing trees
- Remove or disconnect all aboveground and underground services including lighting, hydraulic systems, stormwater, and gas.
Landscape Items
- The main plaza area, including the paving, lighting and furniture (retaining existing monuments)
- The Promenade/Coastal Path, including promenade steps and ramp access to beach
- Train Hub – to be relocated as shown on the design drawings. Install new seating areas, surrounding paving and landscaping.
- New Activity Hub, including multi-sports courts and skate park.
- New playground for all ages, including relocation of existing palm trees.
- Water Play – inclusive of different water play elements and interactive lighting, pump and filtration system
- Supply and install all street furniture and fixtures as specified.
- All pavement areas and paths, including integrated underground services, NBN, power and water supply points
- All grass areas and garden beds to be releveled and reinstalled.
- Public art installations, integrated throughout the site, particularly the water play and promenade, with Kaurna references.
Railway Track Realignment
- Supply and install new railway track in accordance with the design drawings.
- Relocate the existing turntable as specified in the design drawings.
- Supply and install fencing along the railway track as per the design drawings.
Buildings & Structures
- Kiosk: Reconstruct the building at a new location, incorporating additional facilities including a public toilet, Disability Changing Room, and Beach Wheelchair Storage.
- Carousel Pavilion: Upgrade external panels and replace roof sheeting.
- Train Hub: Relocate the Mini Steam Train Station shed and rebuild the Train Depot shed.
- Main Shelter: Construct one large shelter adjacent to the water play area.
- Smaller Shelters: Install shade structures designed for picnic / seating areas
- Shade Structure: Install shade structures for playground
- Toilet Facilities: Rebuild the North Hub toilet block
- Existing Picnic Shed: Upgrade the roof sheeting to improve durability and appearance
- New Storage Shed: Build new storage shed adjacent to existing Surf and Life Saving Club storage shed Civil
- Install a new stormwater system and connect it to the existing stormwater outlet, as specified in the design documentation.
- Grade the entire site in accordance with Civil plans.
Services
- Install lighting fixtures in accordance with design documentation.
- Upgrade the electrical infrastructure as specified in the design.
- Upgrade all underground services including electricity, communications, hydraulic, and associated conduits, as per the design requirements.
- Install mechanical systems to new buildings as specified in the design.
Irrigation
- Upgrade irrigation system across the entire site with existing irrigation pumping system.
