Tender Description

ABOUT LIVERPOOL: Liverpool is fast becoming Sydney's third CBD as the Gateway City to Western Sydney Airport. Its current population of almost 250,000 is estimated to reach over 300,000 by 2030. Liverpool City Council is leading the community through a period of rapid change and growth towards a more dynamic city centre with a vibrant night-time economy.

ABOUT THE PROPOSED CONTRACT: Through this EOI, Council is seeking expressions of interest from suitably qualified and experienced Respondents who wish to enter into the Contract with Council and then become responsible for carrying out and delivering the Works in accordance with the Contract.

The Contract will be an amended form of GC21 as described in clause 13 of Section C.

The Project Information also contains an indicative scope for the Works. The Project Information is subject to change as planning for the Project progresses.

Council has formulated this EOI to assist all Respondents in the preparation of their submissions and to govern the terms and conditions under which the EOI Submissions will be prepared, submitted and evaluated. It also provides information about the opportunity generally.

ENQUIRIES: Project enquiries must be submitted to the online forum. Liverpool City Council staff are not permitted to take enquiries in relation to the project.

SUBMISSIONS: Offers must be completely uploaded as pdf files (unless another format is specified by Council to any particular document/s) into the electronic tender box by the closing time. Council recommends that you allow sufficient time to lodge your offer, all supporting documents and attachments as late submissions will not be accepted after the closing time. Project Information

The Project is subject to the DA being obtained and the Council having in place funding arrangements which are satisfactory to it.

In the latter half of 2026, Council intends to engage a suitably qualified and experienced Contractor for the design finalisation and construction of the Project. The expected completion date for the Project (the subject of this EOI) is December 2028.

The contractual arrangement shall be an amended design and construction (based on a GC21 form) with novation to the Contractor at approx. 70% - 80% design (note: that this percentage is an approximation only, and the Respondent is to determine the cost to complete the design as part of the RFT Process, and price accordingly).

Please refer to clause 19 of this Section C for a list of subconsultants that will be novated to the Contractor by the Principal Consultant.

Please also note that the Principal Consultant and the Landscape Architect have been directly engaged by Council and will also be novated to the Contractor.

The scope is to include supply of all labour, material, plant and equipment for the Design and Construction of the Project in accordance with the drawings, specifications, program, National Construction Code, all Australian Standards, authorities, legislation and Contract Conditions.

The CHARC precinct masterplan adopted in February 2025 also includes Stages 2 and 3 which encompasses the following, which do not form part of this EOI, and instead may be the subject of future procurement proposals by Council:

  •  Outdoor 50m pool
  •  Multifunctional Centre
  •  Pedestrian and Foot Bridge connection to Community Library & Michael Clarke Recreational Centre Precinct

A high-level general scope for the purposes of this EOI is listed below. The scope referenced below is subject to change. A fully developed scope including all relevant updated drawings, specifications and the like will be provided as part of the RFT package:

  •  Principal Contractor Role
  •  Construction Management Plans/Traffic Management/Dilapidation reports
  •  Site Establishment
  •  Novation of Principal Consultant and Landscape Architect to the Contractor and management and progression of the design to 100% completion
  •  All professional consultancies and investigation required for the Works to meet the requirements of the Project
  •  Satisfy the requirements of the Principal Certifier as well as all other applicable laws from construction to the completion of the Project
  • NSW Planning Portal management / Construction Certificates
  • Site preparation for new construction including Demolition/ Excavation / Disposal / Removal /
  • Re-Use/ Re-instate
  • Construction of new Pool Hall comprising of:

         o 25m Indoor Pool

         o Indoor Learn to Swim pool

          o Spa and Sauna (Subject to funding, to be added via S4.55 DA modification)

          o Children’s indoor waterplay area

          o Plant rooms

           o Administration offices

           o Change Rooms

  • Construction of new Foyer housing a café / kiosk and reception area
  • All documented landscape works, services, civil works and infrastructure
  • Access roads and pavement works (noted on drawings)
  • Carparking associated with CHARC (noted on drawings)
  • Decommissioning / making good
  • Commissioning, Handover documentation, As built documentation
  • Planning Portal management / Occupation Certificate Approval
  • Where the scope references percentage of design completion this is indicative only and different
  • packages comprising the design may be at different rates of completion. As part of the RFT Process,
  • the Contractor must make its own assessment of the extent of design completion and allow for design
  • completion within its price and program.
