Tender Description

Background

The ASC has undertaken significant planning and early design development to define a scope that meets the long-term needs of the AIS Campus and aligns with the Australia’s High Performance 2032+ “Win Well” Sport Strategy vision for sustained sporting excellence https://www.ausport.gov.au/winwell.

The AIS Podium Project will see three new key high performance sport facilities constructed at the Canberra Campus:

  • a multi-story, up to 200 bed, fully para-accessible accommodation building
  • a large indoor Sport Dome that will provide 24/7 all-weather, climate controlled, multi-disciplinary space for indoor training.
  • a new Testing and Training Centre to provide state-of-the-art equipment and support for our athletes’ development.

THIS OPPORTUNITY

The Project is made up of two contract packages:

  1. Early Works; and
  2. Main Works (design and construction of all facilities).

This REOI opportunity is for the Main Works contract package only.

PROCUREMENT PROCESS

The forthcoming REOI process for the AIS Podium Project Main Works contract package will be the first phase of the two-stage procurement process:

  1. Request for Expression of Interest (REOI) – an open market approach to shortlist suitably experienced and capable Tenderers; and
  2. Request for Tender (RFT) – to invite detailed submission from parties shortlisted from the REOI, to select a preferred contractor.

This approach is intended to ensure a competitive process that delivers value for money, maximises design integration and supports the timely delivery of high-quality infrastructure for Australia’s elite athletes.

REOI DOCUMENTS

The REOI documents are securely stored in the ASC Data Room. Interested tenderers will be required to download and complete the following two documents and return via email to podiumprocurement@ausport.gov.au.

  1. Confidentiality Deed Poll; and
  2. Data Room Nomination Form

Upon return of the executed documents to the Data Room Nominees will be provisioned access to the Data Room containing the REOI Documentation.

ASC may require evidence that a Recipient is capable of satisfying the Conditions of Participation prior to provided access to the Data Room.

Please note: Only Requests for Clarifications submitted via the Data Room Q&A functionality will receive a response.

BRIEFINGS AND SITE VISIT

ASC is offering optional REOI briefings for all interested Recipients. ASC may require evidence that a Recipient is capable of satisfying the Conditions of Participation prior to attending the briefing. The REOI briefings will be conducted in accordance with the dates listed in Table 1 of the REOI.

In order to attend an REOI briefing, Recipients are to register by 18 November 2025 for the REOI briefing via the Data Room.

ASC is offering a site visit for all interested Recipients. ASC may require evidence that a Recipient is capable of satisfying the Conditions of Participation prior to attending the site visit. The site visit will be conducted in accordance with the date listed in Table 1 of the REOI.

In order to attend the REOI briefing or site visit, Recipients are to register by 18 November 2025 for an REOI briefing via the Data Room.

Please Note: Australian Sports Commission is not required to comply with the Commonwealth Procurement Framework, including the Commonwealth Procurement Rules (as it is not a prescribed corporate Commonwealth entity for the purposes of the CPRs under Section 30 of the Public Governance, Performance and Accountability Rule 2014). This ATM is issued through AusTender, recognising AusTender is a convenient and efficient tendering platform, and provides notification of the opportunity to suppliers. Other aspects of the ATM and tender process, may not be consistent with the CPRs.
