Request for Tender - Urban Forest Strategy and Street Tree Masterplan

Council is seeking a suitably qualified consultant with demonstrated expertise in urban forest planning to prepare an Urban Forest Strategy (UFS) and a Street Tree Master Plan (STMP) for the Strathfield Local Government Area. This combined project will deliver a coordinated, evidence-based framework to protect, manage, and expand tree canopy across the LGA, addressing evolving urban form, heritage streetscapes, and growth pressures.

The Urban Forest Strategy will set the strategic direction, establish canopy targets, and outline costed growth scenarios. The Street Tree Master Plan will translate this strategy into an actionable, precinct-based plan for species selection, planting, and management within Council's road reserve network.

Both documents will guide long-term decision-making, resource allocation, and community engagement to ensure the resilience and sustainability of the urban forest. Key objectives include:

- Protecting and valuing existing canopy

- Increasing tree cover to meet ambitious targets

- Enhancing biodiversity and connectivity

- Strengthening planning standards for green infrastructure

- Building climate resilience

- Fostering stakeholder collaboration and community awareness

The study area encompasses the entire urban extent of Strathfield LGA, with the UFS covering public and private land, and the STMP focusing on Council-managed streetscapes.
