Tender Description

Ports North Ports North is calling for Expressions of Interest from suitably qualified organisations for the construction of the Early Works in preparation for delivering the Main Works for the Cairns Marine Precinct Common User Facility. This facility will play a crucial role in servicing both commercial and Defence vessels, supporting the broader Cairns Marine Precinct's objectives.

This Expression of Interest (EOI) seeks submissions from suitably qualified organisations to carry out the Early Works construction as detailed below. A shortlist of companies will be selected from the EOI respondents to tender for this design package.

It is important to note that only companies that are shortlisted from their EOI submission will be invited to participate in the RFT process, a separate RFT process will not be conducted.

The successful tenderer for the Early Works construction will not be precluded from participating in future construction or project phases associated with the broader CMP CUF project.

Ports North is progressing the development of new infrastructure within the Cairns Marine Precinct (CMP) to support the construction of the Common User Facility (CUF). The objective of the CUF development is to enhance marine-related operations, providing a common-user facility to service commercial and defence vessels, shipbuilding, and marine repair and overhaul operations.

As part of the CMP development, the CUF at Lot 485, along with the associated shiplift represents a critical upgrade to the precinct’s marine infrastructure. The development will enhance vessel operations, provide expanded maintenance capabilities, and enable efficient vessel movement within the facility.

The CUF will incorporate a new shiplift designed to service a variety of defence and commercial vessels, facilitating repairs, maintenance, and docking. The development within Lot 485 will optimise space for vessel handling, and maintenance, allowing for seamless integration between marine operations and landside infrastructure.

The Early Works Package (EWP) has been developed to:

· Provide enabling works that facilitate early site access.

· De-risk the CUF Main Works program by removing obstructions and mitigating environmental risk.

· Deliver key enabling infrastructure ahead of mobilisation by the CUF Main Works Contractor.

The Early Works Package includes, but is not limited to, the following discrete packages of work:

· Package 1 – Demolition of Cook Street Bridge

· Package 2 – Working Platform (Lot 485)

· Package 3 – Flood Mitigation & Stormwater Works

· Package 4 – Environmental Management (ASS and PFAS)
