Tender Description

This Tender is invited by the Issuer.

Key problem/s

A number of business areas within the department currently use iReport as their reporting and case management system, including Physical Security, Cyber security, Work Health & Safety and Audit Risk. It has been identified this on-premise, highly customised and unsupported application does not work with the department’s new Windows 11 operating system.

Other capabilities in the department (such as Lighthouse for conflict of interest, and the Enterprise Resource Planning system) currently do not provide an Australian Government Investigations Standards (AGIS) compliant solution for case management.

By moving to a new cloud-based Software as a Service (SaaS) CMS Solution, the Department is aligning with its Cloud Strategy, which prioritises the migration of enterprise and business applications to the cloud. This strategic move aims to avoid heavy customisation of business processes, to streamline operations and ensure timely software and system updates. If the department does not replace the on-premise out of support iReport, it runs the risk of operating a critical enterprise application in an unsupported environment, posing significant cyber risks and ongoing cost and support challenges. This would also delay the decommissioning of Windows 10.

The users and their needs

The Department is seeking to better understand then acquire, a single cloud-based CMS Product as well as the implementation and support services to provide its CMS capabilities for case types including but not limited to:

  • Work Health and Safety (WHS) compliance
  • Freedom of Information (FOI)
  • Audit Risk Management
  • Fraud and Integrity Management
  • Conflict of Interest
  •  Security Incidents and Management

The Department has a strong preference to adopt the native business processes within any new CMS Product and does not seek to modify or extensively configure to reflect its existing business processes. In other words, the Department’s people will change their business processes to align with the native functionality of any new CMS Product, so long as it is AGIS compliant.
