The opportunity - What we need
New Plymouth District Council (NPDC) invites proposals from suitably qualified and experienced dam safety consultants to support NPDCs dam safety regulations and compliance program over a five-year period (2025 to 30). The programme will ensure compliance with the Building (Dam Safety) Regulation 2022, in alignment with Dam Safety Guidelines 2024, New Zealand Society on Large Dams (NZSOLD), and best industry practices. The consultant will support NPDC in managing the safety and performance of five High Potential Impact Classification (PIC) dams.
Three of the dam safe flood detention dams and form the New Plymouth CBD flood detention scheme (Waimea, Huatoki and Mangaotuku dams), built in the 1980s.
Highlands Park dam is a stormwater detention structure built in 2006 and has been identified as a dangerous dam. There is a project underway to assess remediation options. If removal or relocation of the dam was recommended, there is a possibility that the scope of this contract would require change.
Pukekura Park dam is an ornamental dam system (composed of three dams), built in Pukekura Park to create the parks three lakes
Note that this contract services are not required for Pukekura Park dam in the first year but are included for years 2 to 5 of the contract.
Whats important to us?
For NPDC, it is essential that the selected consultant demonstrates a strong understanding of and commitment to the Building (Dam Safety) Regulations 2022, and NZSOLD Dam Safety Guidelines 2024. Experience in the design and construction of High PIC dams will also be valued. The consultant must be able to provide the services of a Dam Safety Recognised Engineer, with the qualification and competency for certifying and auditing dam safety assurance programmes, annual certificates and potential impact classifications. This service must be guaranteed for the duration of the contract.
The project requires a proactive, risk-based approach to dam safety management, with tailored solutions that reflect the unique characteristics of each dam. Long-term collaboration is key, so continuity, reliability, and knowledge transfer over the five-year period are highly valued. Clear, timely communication and transparent reporting are critical to support decision-making and regulatory compliance. NPDC also places high importance on environmental stewardship, cultural sensitivity, and community engagement throughout the program. The consultant must be prepared to include Pukekura Park Dams from Year 2 onward, ensuring all five dams are comprehensively managed under the safety program.
