ABOUT THE TENDER:
Australian Rail Track Corporation (ARTC) is seeking tenders from competent contractors to provide materials and services to undertake the cable replacement services.
Scope:
ARTC manages and maintains key freight and passenger rail corridors across South Australia. Within these corridors (specifically between Adelaide and Crystal Brook) a significant proportion of the signalling and operational infrastructure remains reliant on aging Vulcanized Indian Rubber (VIR) insulated cables.
The key outcomes required from the project are:
• Replacement of high-risk VIR cables with Type Approved cable types (e.g., XLPE insulated cables) or alternative functional like-for-like replacement (i.e. alternative power supply).
• Reduction in reactive maintenance costs and unplanned service disruptions.
• Elimination of safety risks associated with deteriorated cable insulation and potential signalling/electrical failures.
• Assurance of compliance with current electrical safety standards and national rail safety requirements.
• Enhanced network reliability and operational resilience across critical South Australian corridors
Ultimately, this project is critical to supporting ARTC’s broader objective of delivering a safe, reliable, and sustainable freight and passenger rail network. A prioritised project selection process identified Rocky River as the most critical, due to a recent signalling outage caused by cable failure and the ongoing risk associated with current cabling.
A contract has been awarded to a civil contractor for the installation of new civil infrastructure and cabling hauling at Rocky River. The works are scheduled for completion by March 2026, enabling the commencement of signalling installation and testing and commissioning activities immediately thereafter.

SUBMISSIONS:
Completed responses must be submitted via the electronic tender box (see option below). This Tender uses two (2) tender boxes. Documents submitted as follows:
1) The first tenderer document "07686 Section B Part 1" is to be used to submit Section B Part 1 Commercial Schedules into tender box 1; and
2) The second tenderer document "07686 Section B Part 2" is to be used to submit Section B Part 2 Technical Schedules and all other Tender documentation into tender box 2.
