The University of Sydney intends to establish a new panel for contractors with specialised fitout capability through a two-stage process comprising an Expression of Interest (EOI), followed by a panel prequalification assessment.

2. PURPOSE
The purpose of this Expression of Interest (EOI) is to invite qualified and experienced suppliers to apply for inclusion on the new Fitout Specialist Panel.
The University of Sydney is establishing this panel to support a growing pipeline of specialised fitout projects, including flexible learning spaces, multi-purpose areas, and retail and commercial tenancies across campus. The panel will comprise a mix of small, medium and large-scale contractors, providing opportunities to partner with the University on projects valued up to $30M.
The EOI process aims to:
- Identify capable suppliers with the capacity, expertise, and resources to deliver fitout services
- Establish a shortlist of suppliers who may be invited to participate in the Universitys prequalification process for the panel;
- Promote fair, transparent, and competitive procurement practices in line with the Universitys procurement policy.
3. SCOPE OF WORKS SPECIALISED FIT-OUT & RETAIL CONTRACTOR PANEL
Suppliers engaged through this panel are expected to deliver specialised fitouts for:
- flexible learning spaces in education
- multi-purpose areas such as laboratories, classrooms, teaching and open spaces
- retail and commercial tenancies
- student accommodation
These types of works and projects are based on completed or near-complete design documentation provided by the University. The panel will primarily support the delivery phase, including construction, coordination, and project close-out activities. Contractors may be required to undertake minor design finalisation or shop drawing development as necessary to deliver the intended design.
Panel members must demonstrate proven capability in delivering complex fitout projects within operational campus environments, ensuring minimal disruption to University activities and adherence to required quality, safety, and sustainability standards.
During the delivery phase, contractors will be responsible for operational establishment for site works, procurement and management of subcontractors and suppliers, coordination of trades, and implementation of quality, safety, and environmental standards. Panel members are expected to maintain strong communication with University representatives, ensuring that works are delivered in accordance with agreed schedules, budgets, and specifications.
Project completion activities will include commissioning, testing, defect rectification, and preparation of handover documentation. Contractors must ensure that all works meet required standards and that spaces are fully functional, compliant, and ready for occupation.
The panel will include a mix of small, medium and large-scale contractors to accommodate a wide range of project sizes and complexities. Engagements will be on a project-by-project basis, and suppliers must demonstrate flexibility, responsiveness, and a commitment to delivering high-quality outcomes aligned with the Universitys objectives and values.

5. PROJECT TIMING
The University will assess EOI responses and invite the Respondents meeting the critical criteria best to participate in the Panel Prequalification process, estimated to start in December 2025.
Please note that this EOI is not a request for a formal tender or proposal but is a prerequisite for progressing to the prequalification stage. University of Sydney reserves the right to accept or reject any EOI submission at its discretion.
