Tender Description

Part A – Landslip Slip Remediation

Hinchinbrook Shire Council (“the Principal”) invites tenders from suitably qualified and experienced contractors for the construct-only delivery of the Mount Fox Road and Wallaman Falls Road Landslip Remediation Works.

The tender comprises five (5) work groups, each at varying stages of design development:

• Group 1: Detailed design completed

• Group 2: Preliminary design completed

• Group 3: Options and Multi-Criteria Analysis stage

• Groups 4 and 5: Concept design stage – included for tenderers’ awareness of future works and anticipated project scope

Tenderers should note that:

• Group 1, Group 2 and Group 3 will be separable portions;

• Group 3 is provisional only and will only be required if and when a notice to proceed with Group 3 is issued on Council’s behalf;

• Groups 4 and 5 are provided for information purposes only, to assist in understanding the likely extent and sequencing of works under the broader program. These works may be included in this current contract at a later time or may be the subject of a separate tender.

Part B – Mount Fox Road Resilience

To optimise construction logistics and minimise contractor mobilisation on the range, Council is concurrently packaging the design and construction of resilience upgrades on Mount Fox Road within this tender.

This project forms a key component of the North Queensland Resilience Strategy and the Hinchinbrook Shire Local Resilience Action Plan. The works address sixteen (16) priority sites, delivering targeted improvements to road safety, slope stability, and drainage infrastructure, thereby enhancing the resilience and year-round accessibility of this strategic inter-regional route connecting coastal and western Queensland.

Council has adopted a Design and Construct (D&C) delivery model for these resilience upgrades, which will comprises in a separable portion of the Contract. No preliminary or concept design has been undertaken, ensuring that available funding is directed toward on-ground works and practical resilience outcomes.

Indicative milestones include:

• Intended award date: 16 December 2025

• Contract execution date: 19 December 2025

• Construction commencement: January 2026

• Completion / delivery dates: As determined by the tender process
