Tender Description

Broken Hill City Council is seeking to appoint a heritage advisor to positively promote and manage heritage and urban design in the Broken Hill Local Government Area (Far West NSW). Services can be delivered by a mix of remote and onsite visits to Broken Hill (bi-monthly - quarterly).

Key duties are to:

1. Provide free conservation advice to property owners with respect to development, maintenance, repairs and conservation work undertaken at heritage places. This work is generally to be restricted to providing sufficient advice for the owner to proceed in a way which will have a positive outcome for the heritage place concerned. (It is not intended that the Advisor replace the role of a normal architectural service in supplying working drawings).

2. Work with Council to review its Heritage Strategy and report on its implementation to Council and State Heritage Authority.

3. Review existing heritage management, education and promotional arrangements for heritage in the area.

4. Assist the Council in managing change by providing advice on development applications involving heritage items and issues and also advice on other works which may affect heritage places which may not require formal approval. All advice to Council staff is to be provided in writing.

5. Monitor the condition and maintenance of heritage items in the area.

6. Promote and assist heritage owners, where necessary, to apply for relevant heritage funding or assistance.

7. Provide advice on Commonwealth, State and Local Government initiatives that are relevant to heritage matters.

8. Provide advice to Council on council-owned or managed public heritage assets.

9. Attend Broken Hill City Council Heritage Advisory Committee meeting (either via Teams virtual meeting or in person in Broken Hill). The meetings are held generally once a month, for one hour duration).

10. The advisor must keep a diary in relation to all work carried out. This would record visit days, the jobs carried out through each day, the person/s seen and the issue involved. This diary will be used as the basis for preparing reports, including an annual report to the Council and the relevant State Heritage Authority.
