Tender Description

MR503 Putty Road – Darkeys Creek Slope 18031 and Terrys Creek Site 3A Slope 18011 Remediation Works

Scope:

This contract is for all temporary and permanent works required to complete the slope remediation works of Darkey Creek (slope 18031) and to restore the existing northbound lane of MR503 Putty Road as detailed in the drawings, specifications and outlined below.

Following the declared natural disaster event of AGRN 1025, extensive damage occurred to the Putty Road downslope embankment, including minor cracking of the footpath surface. Since the failure, emergency works has been undertaken to restore the northbound lane. The slope repair undertaken under emergency works are temporary in nature. The proposed works aim to permanently stabilise the slope.

No traffic restrictions have been in place at the site, with both north and northbound lanes operating as normal.

The Contractor’s scope of work generally comprises of all activities required to construct the project in accordance with the design drawings, and specifications, including but not necessarily limited to:

• Preparation, implementation and operation of Management Systems and controls for elements of quality, environment, safety, community, industrial relations, programming, records, etc.

• Supply, install and maintain environmental controls in accordance with contractors approved Erosion and Sediment Control Plan.

• Site establishment, maintenance, and disestablishment of site facilities.

• Set out and construction survey

• Supply of traffic control including all temporary barriers, signs, signals, and crews. Management of afterhours care of traffic control and site where required. Preparation, submission and maintenance of NSW Road Occupancy Licence (ROL) for the duration of the works.

• On-going maintenance of the road network within the project site (i.e. cleaning of road surface, repairs of damage to road surface or signage that introduce risk to the road user).

• Investigation, identification and locating, and relevant supervision of utilities on site. This may include physically locating/potholing utilities and engaging with utility owners.

• Supply of all materials, equipment, and labour required to complete all embankment stabilisation works (including any testing requirements) in accordance with the drawings, specifications, and pricing schedule (including any required temporary works).

• Equipment used must be site appropriate allowing for 24 hr single lane traffic conditions and conform with any design offsets or surcharge loading requirements.

• Contractor is to ensure that any disturbances caused because of these works, direct or otherwise, are made good prior to the completion of contracted works.

• Contractor shall transport and dispose of excavated material, green or general waste materials to an authorised waste management centre.

• Preparation and verification of the Works as Executed Drawings.

• The Warranty period is 12 months.

• All personnel engaged on the works must be appropriately trained and in possession appropriate tickets.

• The Contractors WHS Management System must include provision for managing the interaction between people and mobile plant in accordance with the SafeWork NSW Code of Practice

This contract is for all temporary and permanent works required to complete the slope remediation works of site 3A slip (within slope 18011) and to restore the existing northbound lane of MR503 Putty Road as detailed in the drawings, specifications and outlined below.

Extensive damage occurred to the site 3A downslope embankment, including minor cracking of the road pavement surface. Since the primary failure, this site has been left largely untouched with only asphalt emulsion crack filling and on-going monitoring completed, whilst the surrounding Terrys Creek sites 2- 13A have been stabilised with structural treatments and pavement rehab completed in early 2025. Since 2022, traffic restrictions have been in place at the site, only allowing traffic to use the northbound lane.

The slope continues to experience minor movement following heavy rainfall events.

• Supply of all materials, equipment, and labour required to complete all embankment stabilisation works (including any testing requirements) and road pavement rehabilitation in accordance with the drawings, specifications, and pricing schedule (including any required temporary works).

• Transport and disposal (including compaction) of material removed from the slope to TfNSW spoil disposal sites.

• Equipment used must be site appropriate allowing for 24 hr single lane traffic conditions and conform with any design offsets or surcharge loading requirements.

This is an Open Tender, where tenderers are invited to carry out the supply and construction of all temporary and permanent works required to complete two separable portions of slope remediation works on MR503 Putty Road in accordance with project designs, specifications, reports and environmental requirements.

An online Pre-Tender Meeting will be held at 10:00am on Friday, 14 November 2025 via MS Teams (online). Attendance at the Pre-Tender Meeting is mandatory to submit a conforming tender.
