North Burnett Regional Council
The North Burnett Regional Council (Council) governs an area of approximately 19,710 square kilometres in Queensland’s Wide Bay Burnett Region, about 330 kilometres north-west of Brisbane. The region comprises six rural townships with a combined population of around 10,700 residents (2021 Census).
Bounded by Gladstone Regional Council to the north, Bundaberg and Fraser Coast to the east, Gympie, South Burnett and Western Downs to the south, and Banana Shire to the west, the North Burnett Region is defined by its agricultural base, strong community identity, and commitment to suitable regional growth.
Council’s core focus is the delivery of safe, reliable infrastructure and environmental outcomes that protect natural resources and support the long-term prosperity and liveability of the region.
Purpose
The Invitation to Offer (ITO) seeks submissions for suitably qualified and experienced Contractors for the final capping construction works at the Mount Perry Landfill.
The works include construction of the subgrade and final capping layers in accordance with the technical specification and design drawings prepared by GHD Pty Ltd.
Tenderers must demonstrate proven capability, capacity, and methodology to deliver the project safely, efficiently, and to specification within the required timeframe.
Background
The Mount Perry Waste Management Facility operates under an Environmental Authority issued by the Department of Environmental, Science and Innovation, requiring Council to cap the rehabilitate landfill cells once they reach the end of their operational life.
The existing landfill cell has now reached capacity and must be permanently capped to meet environmental compliance obligations. A Phyto-cap system was selected as the preferred closure design due to its long-term sustainability and performance benefits.
In 2023, Council engaged GHD Pty Ltd to design the capping works and ATC Engineers as Project Manager and Superintendent for delivery. The GHD design, specifications, and Construction Quality Assurance Plan form the basis of this Invitation to Offer.
Completion of the works is required by June 2026, supporting Council’s strategic objectives for environmental compliance and responsible waste management.
