Tender Description
The department seeks a supplier with accredited installers to deliver discounts under the Home Energy Saver Program, a key initiative of the Consumer Energy Strategy.
Project goals
The supplier will assist the department to deliver discounts. Services include the assessment and provision of discounts to eligible customers and the managed installation of eligible energy saving products in households across NSW through a network of accredited installers. The Department intends to select a supplier for the provision of all services within the scope of this RFT. Additional suppliers might be engaged as needed, for reasons such as low program take-up, inability to service specific technologies or geographic locations, or the development of similar complementary programs. Tender respondents acknowledge that a supplier may not be the exclusive service provider to the State for the performance of services and the Department is not restricted in any way from engaging any person to administer and deliver Home Energy Saver Program Discounts.

Scope
The successful tenderer must deliver:
- Management of upfront product discounts for customer including all associated administration, and customer management involved in applications.
- Digital platform and offline options to support customer understanding of the program offerings, terms and conditions and to accept applications.
- Managed installations of the program’s eligible products through a network of accredited providers and installers across metro and regional NSW.
- Adhere to all financial and accounting requirements relating to program funding and payments.
- Appropriate program data management and reporting.
- An audit framework and compliance management process with external oversight.
