Resource Management System

This Expression of Interest (EOI) is to identify suitable Resource Management Systems to manage resource data in a single platform.

Project goals

TfNSW needs a stable and capable platform to capture and manage people resourcing data. The optimisation of resources is the main objective and a contemporary and reliable technology solution to deliver to this end is imperative.

Scope

High Level Scope is included below.

1. Provision of resource management solution on a subscription (Service Agreement) basis.
2. Provision of technical support and assistance once service commences.
3. Centralised position registry – Maintain a single source of truth for all positions with key attributes (classification, capability, location, etc.).
4. Position-based planning & allocation – Enable planning, allocation, and tracking of positions and individuals, including acting roles and vacancies.
5. Project and service alignment – Support allocation of positions to projects, services, and initiatives with visibility of funding sources.
6. Ability for end users of the resourcing system to make request(s) for resource(s) for future project demand.
7. Flexible resource management– Allow fractional FTE allocations, temporary reservations, and scenario modelling for workforce planning.
8. Forecasting and utilisation insights – Provide forecasting tools, utilisation tracking, and alerts for under/over-allocation.
9. Request and approval workflows – Facilitate resource requests, approvals, and communication within the system.

10. Comprehensive reporting and dashboards – Deliver real-time dashboards, workforce metrics, and exportable reports in multiple formats.

11. Scalability and performance – Support 15,000+ positions with real-time or near-real-time updates.

12. Integration and security – Integrate with the HRIS and project systems; ensure bidirectional data sync, role-based access, and compliance with data protection standards.

13. User experience and accessibility – Provide an intuitive interface, mobile compatibility, and historical data retention for trend analysis.

14 Support with any changeover (if required) from the current Resource Management System. Including planning & configuration, migration of data as well as user training.

Opportunity requirements

1. Condition of Participation

The proponent must have or be in the process of obtaining advanced pre-qualification on the NSW ICT Services Scheme 0020 in any of the following categories prior to a contract being awarded.

M05 Information management services including delivery 'as a service' or any alternative approved by TfNSW.
