Water & Wastewater Data Management System

Albury City Council invites suitably qualified Tenderers to submit a Tender for the Water & Wastewater Data Management System for Council upon the conditions detailed in the RFT. 

Scope:

The scope of Services of this RFT is for the supply, integration and support of a data management system for trade waste, water and wastewater. As part of the Services, the successful Contractor will be required to undertake the following key project requirements:

• Implementation of data management for trade waste applications, approvals, and customer data.

• Provision of a billing mechanism, capable of complex charge calculations and integration with existing meter reading and billing systems.

Integration with external systems such as Civica Authority, GeoSCADA, NB-IoT, and laboratory platforms.

Ability to generate, store, and manage reports and dashboards.

Ability to synchronize data from the platform to within AlburyCity’s own data warehouse.

Provision for unlimited user licenses for two years, with all implementation and licensing costs to be quoted separately.

Detailed requirements

• Data Inputs: Customisable forms for various data types with validation, importing through multiple channels, support for document attachment, and integration with laboratory and operational data.

• Data Storage: Secure and ongoing storage of all customer and operational data.

• Trade Waste Licence Approval & Management: End-to-end approval workflow, risk assessment, customer database management, alerts for licence expiry, documentation storage, and billing integration.

• Billing Mechanism

• Calculation of customer charges by licence type, loads, and volumes.

• Management of excess mass and exceedance charges.

• Integration with Civica Authority for meter readings and billing export.

Dashboards: Real-time monitoring, customer and operational views, compliance dashboards with alerting capabilities.

Reporting: Automated and on-demand reporting for EPA, NPI, NGER, DWMS, and other statutory or operational requirements.

QR code integration for form access

Email alerts for limit breaches and overdue tasks

Task scheduling with recurring events

Customisation tools for AlburyCity staff to create forms, dashboards, and reports

Onboarding and staff training
