TENDER: OUTSOURCED HR MANAGEMENT SERVICES

Gandangara Local Aboriginal Land Council (GLALC) is a not-for-profit organisation that was established in 1984 under the Aboriginal Land Rights Act 1983. Its controlled entities are Gandangara Health Services, Gandangara Transport Services and Marumali.

GLALC’s core objective is to improve, protect and foster the best interests of all Aboriginal persons within the Council’s area and other persons who are Members of the Council.

Our jurisdiction spans six Local Government Areas in the South West Sydney region, including Liverpool, Fairfield, Canterbury-Bankstown, Parramatta, Cumberland and the Sutherland Shire.

GLALC currently has over 790 members and provides a number of essential services such as health, transport, housing, managing and protecting our lands and sacred sites, heritage, ecology and land management and engaging with our members and community.

GLALC and its controlled entities, has 67 staff and Board.


TENDER DETAILS:

Gandangara Local Aboriginal Land Council is seeking to engage the services of a specialist outsourced HR service provider, with extensive experience in HR management, reporting and compliance, and who have a thorough understanding of specific requirement and compliance burdens that not for profit organizations must comply with.

The services required include HR compliance and reporting, strategic HR development, Employment Hero Implementation, and day to day HR operational support to the 67 staff and Board for Gandangara Local Aboriginal Land Council, Gandangara Health Services, Gandangara Transport Services and Marumali.


SCOPE OF SERVICES:

This will include:

1. HR Compliance and Risk Management:

• Initial HR Audit/Health Check and Compliance Review

• Ongoing Monthly Compliance Reporting

• Interpretation of the Fair Work Act, NES,

• Modern Awards, and Enterprise Agreements

• Clarification of pay rates, entitlements, and penalties

• Management of poor performance, misconduct, workplace grievances, disputes, and other workplace issues

• Guidance on redundancies, terminations, and dismissals

• Annual award rate increase reviews


2. Strategic HR and Development

This will include:

Strategy & Planning:

• Implementing a 12-month HR deliverables plan

• Ongoing continuous improvement

• planning

• Strategic HR advice aligned with business growth

HR Policy & Position Frameworks

• Development of tailored HR policies and procedures

• Ongoing review and updates to keep policies compliant and relevant

• Creation and alignment of position descriptions with award classifications and business needs

Performance & Culture

• Culture improvement initiatives

• Performance review framework & setup

• Employee engagement & pulse surveys


3. Employment Hero Implementation:

• Setup and configuration of Employment Hero

• Tailoring the system to GLALC’s specific compliance needs

• Ongoing optimisation as GLALC expands, including workflows, documents, and policies

• Provide fast, reliable support and troubleshooting whenever issues arise

• Regular check-ins to ensure the platform remains aligned with GLALC’s Our People Strategy


4. Day-to-Day HR Operations Support

• Onboarding new employees

• Issuing of Employment Contracts and documentation

• Managing staff movements, role changes, and contract variations

• Offboarding employees with compliant documentation

• Setting up and tracking probation periods

• Record keeping and maintaining up-to-date employee files

• Liaison with payroll for contract and award changes

• Maintenance of certifications, work eligibility, onboarding/offboarding


5. Coaching & Supporting Managers

• Guidance on navigating tricky staff situations

• performance, behaviour, conflict, etc.)

• Support with feedback conversations,

• probation reviews, and setting expectations

• Practical templates, checklists, and advice at
