Expression of Interest (EOI) for Vertical Transport Maintenance at Sydney Opera House. Refer to the EOI documents for further details.
INTRODUCTION
The Sydney Opera House Trust is seeking to engage with a proactive Respondent with demonstrated industry experience to perform maintenance of nominated Vertical Transport systems across the Sydney Opera House. Maintenance of Vertical Transport systems should be the core business of the Respondent.
Preference will be given to Respondents who can demonstrate that the team provided to deliver the services at the Sydney Opera House are employees of the Respondent rather than subcontractors.
That said, it is acknowledged that specialist subcontractors will be required from time to time. The outcome of the Contract is to provide a safe and well-maintained environment for patrons, visitors, performers and staff. In the unlikely event of a defect arising, the Contractor shall be able to provide a fast, efficient breakdown / defect response team to attend to the problem in a minimum of time.
The Contract will be based on two core principles:
• Contractor Performance Management:
- SOHT shall recognise the level of achievement of the Contractor by the ongoing review of the Contractor’s performance by way of a Summary Scorecard System which will be formalised on a quarterly and annual basis to determine if the Contract term will be extended, remain static or the maximum term (as defined in the Contract) reduced as a result of the review.
• ISO55001 Asset Management framework:
- Is an international standard that recognises asset management as a discipline and puts asset management on the boardroom table. It establishes a culture of continuous improvement being based on the Plan Do Check Act cycle which enforces a regular review of asset condition and performance and the development / updating of the Service Delivery Plan to align maintenance with the corporate plans.
It is envisaged that the application of these two core principles will form the basis for a cost-effective maintenance regime that considers asset condition, asset design life, corporate goals and the SOHT’s tolerance of risk of failure and disruption to business activities. The combination of these considerations will result in an appropriate level of spend on maintenance that will ensure the asset reaches end of design life economically.
The Contract will also aim to foster a culture of continual improvement in the service levels achieved and an asset management approach which strives to maximise the value of the asset by applying the appropriate degree of maintenance in line with use / utilisation requirements of the business in the delivery of the corporate goals.
Unless otherwise agreed, the minimum maintenance standard the Contractor is required to deliver will be in accordance with the best of manufacturers’ specifications, any relevant Australian Standard or Legislation and any SOH maintenance strategies / regimes as required to meet the expectations of the Contractor performance and asset management systems specified in section 2.4 below.
The organisation that is successful after completion of this Expression of Interest process and the subsequent Request for Tender process will enter the Contract with SOHT
