Tender Description

Ipswich City Council is undertaking two significant community infrastructure projects aimed at enhancing the city’s sporting facilities to meet the needs of a rapidly growing population. These projects form part of the Council’s 2025–2028 Capital Works Program and are supported by external funding through the South East Queensland (SEQ) Livability Grant Program.

Ipswich is one of the fastest-growing regions in Queensland, with increasing demand for high-quality, accessible recreational infrastructure. The Tivoli Sporting Complex and Redbank Plains Recreation Reserve have been identified as priority sites for development due to their potential to support regional sport, community engagement, and activation of underutilised land.

These upgrades align with Council’s strategic objectives under the iFuture Corporate Plan, particularly the “Vibrant and Growing” theme, which seeks to create inclusive, active, and well-connected communities.

The purpose of this Request for Tender (RFT) is to invite submissions from suitably qualified and experienced contractors for the delivery of two major sporting infrastructure projects within the Ipswich Local Government Area:

o INF05094 – Tivoli Sporting Complex Upgrade

  •  Expansion of an existing citywide sports facility, including new rugby fields, lighting, irrigation, car parking, and supporting infrastructure.

o INF05095 – Redbank Plains Recreation Reserve New Sports Facility

  •  Development of a new regional sports hub featuring rugby and cricket fields, lighting, irrigation, car parking, and future-ready services.

Ipswich City Council seeks to engage a contractor (or contractors) under a construct-only contract model (AS2124) to deliver these projects efficiently, safely, and within approved budgets and timeframes. The works aim to expand and enhance community access to high-quality sporting facilities, supporting regional sport development and activation of underutilised public spaces.

This RFT forms part of Council’s strategic investment in community infrastructure under the 2025–2028 Capital Works Program and is supported by external funding through the SEQ Livability Grant Program.

The tender process will be conducted as a single open market procurement with separable portions, allowing flexibility in awarding contracts for each site while maximising value for money, delivery certainty, and contractor continuity.

In conducting this RFT, Council objectives are to:

(a) Engage qualified contractors to deliver two major sporting infrastructure projects efficiently and safely.

(b) Ensure value for money through a competitive open market process.

(c) Deliver facilities on time and within budget, aligned with approved designs and funding commitments.

(d) Support future growth by including infrastructure for future amenities and expansion.

(e) Promote regional sport development and activate underutilised public spaces.

(f) Encourage local participation through social procurement and local subcontractor engagement.
