Tender Description
The objective of the Main Bus Stop Upgrade is to enhance visitor safety, accessibility, and arrival experience at Rottnest Island’s primary transport interchange.
Scope:
The Contractor shall provide all labour, materials, plant, transport, and supervision to design (where required), construct, test, and commission the Main Bus Stop Works at the Settlement Precinct, Rottnest Island (Wadjemup).
Works encompass civil, architectural, landscape, electrical, hydraulics, and logistical coordination, to deliver a safe, accessible and aesthetically integrated public transport hub in accordance with the Tender documents and all applicable Australian Standards.
The works implement the Rottnest Island Management Plan 2023–2028 directive to improve transport safety and connectivity between pedestrian, cyclist, and bus movements at the island’s busiest intersection (Bedford Avenue / Brand Way / Digby Drive).
The project comprises three separable portions (SP):
• SP1 – Church Access and Associated Landscaping
• SP2 – Civil and Landscape Works to New Bus Stop (South)
• SP3 – Civil and Landscape Works to Existing Bus Stop and Mall Entrance (North)
DEMOLITION, SERVICES, AND SITE PREPARATION
• Contractor to verify all existing underground services prior to excavation (inclusive of services location services and review of all RIA services documentation).
• Removal and disposal of redundant pavements, kerbs, light poles, fences, signage, pits, and other obstructions.
• Relocate or protect all existing services (LV, HV, comms, water, hydrant, sewer). All electrical to be completed by Rise Electrics, see below.
• All redundant services to be removed and/or capped, sealed, and recorded.
• Hazardous material management to meet Safe Work Australia “Demolition Works: Code of Practice”.
• Retain and protect existing mature vegetation as, including tree protection zones to AS 4970.
EARTHWORKS AND CIVIL CONSTRUCTION
• Bulk and detailed earthworks, topsoil stripping, filling, compaction, and proof rolling.
• Excavation in all materials including limestone and hard rock; allow for over excavation, dewatering, and compaction testing.
• Construct subgrades, retaining walls, kerbs, and pavements to levels and crossfalls per design intent and Tender documents.
• Imported fill to comply with requirements as required (clean, non-plastic sand).
DRAINAGE AND HYDRAULIC SERVICES
• Verify invert levels prior to installation
• All retained drainage infrastructure to tie into new systems
• Install stormwater pipes, pits, and swales.
• Relocate existing fire hydrant and valves.
ROADWORKS AND PAVEMENTS
• Contractor to verify design tie-ins to existing asphalt and kerb transitions
• Construct new road pavement layers.
• Provide pram ramps, TGSIs, tactile markings, and kerb transitions to meet PTA Accessible Bus Stop Standards.
• Apply line marking, hatching, and directional arrows.
• Pavement design to be in accordance with civil engineering specifications, flexible asphalt pavement with limestone basecourse
STRUCTURES AND SHELTERS
Design, engineer, supply and install architectural bus shelters to Emerge Architects’ design intent, including:
• Structural footings and anchor bolts
• Roof and soffit linings including coordination of RIA-supplied items such as Aboriginal art designs to be incorporated into the steel panels as per the West End Bus Shelter examples. A provisional sum of $100,000 for fabrication of RIA supplied artwork design is to be incorporated into the contract sum as referenced within the pricing schedule.
• Integrated lighting conduits
• Timber/steel finishes and corrosion protection per AS/NZS 2312.
• Include assembly methodology suitable for barge delivery (Spinifex barge capacity ≤ 4.2 m width).
• Supply and Install benches, screens, and proprietary fittings as nominated.
WAYFINDING AND SIGNAGE
• Supply and install regulatory, directional, and interpretive signage.
• Coordinate with RIA wayfinding strategy for materials, fonts, colour and accessibility compliance.
• A $25,000 provisional sum is to be included for all directional signage fabrication and installation.
Site Visit
A site visit will be held at RIA Hub (behind the Dome Café) on Rottnest Island, Rottnest Island on 11 Nov, 2025 8:15 AM.
Tenderers shall attend a mandatory Site Visit and Briefing with RIA.

Transport: Ferry departure to Rottnest from B Shed Fremantle 7.30 am, Ferry return from Rottnest to B Shed Fremantle 11.30 am
Tenders are required to pay all costs for all transportation to and from site, and all arrangements for ferry travel are the Tenderers’ responsibility.
By no later than 2:00 pm on 5 November 2025 Tenderers shall confirm to Brett Walters their attendance at the Site Visit and Briefing via email at brett.walters@dbca.wa.gov.au.
All other briefings are to be scheduled with RIA and completed no later than 14 November 2025.
Attendance at the briefing is a pre-requisite to submission and consideration of the Tender.
