Tender Description
The NSW State Emergency Service (NSW SES) is seeking information from capable suppliers on their ability to design, build, and fit-out deployable, satellite-enabled internet connectivity trailers.
Project goals
The goal of our deployable connectivity trailers is to provide high-speed internet infrastructure to support teams in the field where native network infrastructure may be compromised or non-existent.
This EOI aims to:
- Identify suppliers capable of manufacturing and supporting the deployable connectivity trailers (as specified in v0.9 of the design specifications).
- Assess supplier interest, technical capability, and delivery capacity.
- Confirm supplier accreditation status on NSW Government Prequalification Schemes.
- Inform a potential subsequent Request for Quote (RFQ).
Scope
In-scope
- Co-Design with rugged Safety-In-Design approach (in collaboration with SES to refine v0.9 of the current specifications)
- Build and manufacturing of customised trailer chassis
- Trailer fitout for SES specific use-case (some equipment to be supplied per specifications)
- Testing, verification, QA, and validation
- Asset delivery, handover, and documentation
Out-of-scope
- SES-supplied equipment (e.g., satellite and networking equipment)

Additional details/instructions
Suppliers are invited to provide clear and concise information—submissions should not be lengthy or onerous—in their preferred response format, but should cover the following:
1. Technical capability:
- To deliver mobile communications trailers meeting the attached draft specification
- previous organisational experience with Starlink or equivalent satellite services, LTE/5G modems, and networking equipment (e.g., Peplink, HyphaMesh);
- electrical and power system design, including renewable (solar) and backup (petrol) generators; and
- environmental and durability standards (e.g., IP rating, shock, vibration, transport compliance).
2. Manufacturing and supply capacity:
- in-house or subcontracted manufacturing arrangements;
- local (NSW-based) facilities, assembly, or servicing capabilities; and
- typical build lead times and scalable production capacity.
3. Support and lifecycle management:
- Maintenance, warranty, and after-sales support model
- spare parts availability and logistics support within NSW
- Software update and remote monitoring capabilities.
4. Accreditation and compliance
- membership or accreditation under relevant NSW Government schemes and categories, or the ability to achieve accreditation in time for contract award
- ISO or equivalent quality and safety certifications.
