IBM Planning Analytics Budgeting System Administration and Technical Support

The Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts (the department) is seeking to engage an entity to assist in the provision of specialist technical support and maintenance of the internal budgeting system. The internal budgeting system has been configured using the IBM Planning Analytics system. The system includes top-down, bottom-up budget modules; and they are used for internal budgeting, forecasting and management reporting purposes, across management of Departmental funding. The system is linked to the existing financial system, SAP/BW data.

Since implementation of the new internal budgeting system in recent periods, the department requires additional experienced in-house technical specialist to support routine maintenance of the system; and to address troubleshooting, change and systems enhancements which arise from time to time.

The support will need to cover services such as system administration, troubleshooting, enhancements, updating system documentation and delivering training in order to upskill in-house system administrators/users. All ongoing work and additional works for change/enhancements will be agreed upfront with the vendor through ongoing discussions with the department’s representative. The approach to market will focus on entities that have proven track records in delivering the required capabilities; able to provide fit-for-purpose and innovative solutions that align with the department’s operating requirements as a Commonwealth entity; and provide efficient transition/minimal disruption where system changes are required.
