Need for independent advice (for example, due to requirements in legislation or an assurance need) and it cannot be sourced from within the APS.
DVA is seeking a short strategic review of the Grants Process for the VET Division, Grants and Hubs Branch program, and its operations, to identify technology-enabled opportunities (including Artificial Intelligence [A.I.]) and other streamlining digital pathways.This will achieved by:
1. Determining and documenting of DVA’s current grants ecosystem (i.e. the number of grants programs, their respective operating models, pain points/inefficiencies and risks.) by:
a. interviewing grants program leads
b. analyse interview data, documentation, existing processes
2. Provide recommendations for improvement (for example, focused on actionable items within a constrained fiscal environment) either by:
a. Co-developing the recommendations with DVA or
b. provides recommendations to DVA as an outside-in/independent view.

Outcome:
At completion DVA will be provided with a clear picture of the current Grants Program delivery models and a recommended way forward to support more effective/streamlined ways of operating. This is to be provided in a report and if requested, a meeting.
