Construction Health and Safety New Zealand (CHASNZ) invites expressions of interest from suitably qualified organisations to collaborate in delivering the next generation of the ConstructSafe scheme: A redesigned, digitally enabled, and industry-owned approach to workforce competency in the New Zealand construction sector.
This EOI is part of an accelerated procurement process to identify potential partners ahead of a formal Request for Proposal (RFP) to be released in November 2025.
ConstructSafe has served as New Zealand's national health and safety competency scheme since 2016. While widely adopted, the system has become outdated, costly to maintain, and no longer reflects the expectations of a modern workforce or industry.
The new model simplifies the framework, introduces sector-specific experiential assessments, offers digital credentialing, and enables real-time, field-based verification of worker competence. It also enhances SME access and affordability.
CHASNZ is seeking expressions of interest from parties able to support one or more of the following:
1.Scheme administration and licensing (moderation, QA, onboarding)
2. Digital platform development and delivery (assessment and in-field app)
3. Marketing, training, and user support services
4. Technical integration with workforce systems (e.g., access control, LMS)
Respondents may be individual organisations or consortia. NZ-based and Australian providers are encouraged to respond.
