Project goals
The RA is seeking an Expression of Interest (EOI) from suitably experienced, competent and skilled organisations to provide equipment hire to address identified recovery needs following a disaster.
Recovery needs differ for each disaster event and is determined by RA local teams in consultation with councils, volunteers and community groups.
The purpose of the EOI is to identify a shortlist of suitable organisations to be invited to tender for the provision of these goods and services via a Request for Tender (RFT) for Standing Offer.
It is mandatory that Respondents intending to register their interest specifically address the selection criteria in their submission and demonstrate relevant experience and capacity to deliver services within the required parameters and as requested in the Pre-Qualification Questionnaire that must be included in the submission.

Scope
The RA undertakes critical planning and preparation with communities, businesses and all levels of government to reduce the impact of natural disasters.
When disasters occur, the RA works closely with emergency services and community leaders to understand what local communities will need to recover. Once the immediate threat has eased, the RA leads recovery efforts in collaboration with community leaders and other recovery partners.

It is mandatory that Respondents intending to register their interest specifically address the selection criteria in their submission and demonstrate relevant experience and capacity to deliver services within the required parameters and as requested in the Pre-Qualification Questionnaire that must be included in the submission.
Respondents must not publicise their Proposal or participation in the EOI through a media release or any other means unless otherwise agreed by RA in writing.
Proposals must be lodged electronically via the buy NSW Opportunities Hub no later than the Closing Date 21st November 2025 and Time 3.00 pm.
By submitting a response to the EOI on the buy NSW Opportunities Hub, the Respondent will be deemed to have accepted these T&Cs and the T&Cs referred to on buy NSW Opportunities Hub. The EOI must be clearly marked with the Respondent’s Name, EOI Contract Number and the EOI Title as identified on the cover of this EOI.
Electronically lodged EOIs must be submitted in a file format that can be read by either Microsoft Excel, Microsoft Word or Adobe Acrobat Reader. File names must not exceed 100 characters and must not contain symbol characters and must not be stored deep within the Respondent’s file directory.
Requests to submit via any other alternative form of lodgement, must be made in writing to the Contact Officer and may be accepted at RA’s discretion but not guaranteed
