Tender Description

This Tender is invited by the Issuer.

The Data Program Manager will provide program management and leadership for the section’s program of projects including data collection, management, reporting and publication.

They will coordinate technical workstreams and stakeholder management, and plan and deliver business improvement and strategic data projects. They will ensure activities aligned with and support the delivery of the division’s data strategy.

Responsibilities

Responsibilities include, but are not limited to:

Operational

  • Apply technical program management expertise to drive delivery of critical national reporting outputs and dataset/visualisation updates within compressed timeframes, along with delivery of strategic data projects.
  • Deliver section projects using program/project planning and scheduling to prioritise the team’s workplan. Assign tasks and hold team members accountable for delivery, and manage conflicting priorities to deliver quality, timely results.
  • Manage internal and external stakeholders to secure timely, quality inputs including technical reviews. Manage relevant internal stakeholders to obtain necessary support and approvals to facilitate publication.
  • Develop and collate section documentation including SOPs and data governance, quality assurance and business improvement processes, to support team continuity and succession, and for audit purposes.

Strategic

  • Develop and implement plans for agreed strategic data projects, including but not limited to:
  • Deliver annual publication of key data/reports, as early as possible, to maximise timeliness and policy relevance.
  • Accelerate timing of annual reporting publication, to support timelier data/reports to inform decision making. Task section staff to assist in working through identified barriers.
  • Drive stakeholder collaboration to consolidate reporting datasets (waste, plastics, hazardous) into a single national database.
  • Manage change and stakeholders to support the transition of relevant operational and technical support functions to other teams in the Department including divisional policy/business teams, ICT and Environment Information Australia.
  • Build divisional data capability by supporting users by assisting them to navigate and utilise data and reports independently, including developing guidance materials as needed.

Initial contract duration: 6 months

Extension term: 12 months

Working arrangements: Remote

Additional budget information: Hourly rates to incorporate GST, superannuation, and other relevant overheads. Given the Department proposes certainty by entering into a contract with 2 options to extend by 12 months, the Department seeks a discounted rate for this arrangement. This will support the team in negotiating relevant budget allocation going forward. Indexation is not included.
