Project goals
It is expected that the project will:
- deliver a highly attractive hub of activity that celebrates heritage, enhances public accessibility and is commercially sustainable
- create spaces that can host substantial audiences for live performances and public events, including a brand-new indoor venue with capacity for 15,000–20,000 persons as a preferred outcome
- increase visitation all year round, including during the week and at night
- integrate with the broader sports and entertainment precinct and parklands, improving accessibility and sustainability
- embrace the history and cultural heritage of the Site, supporting connection to First Nations communities and local residents
- ensure the Site is retained as a predominately public space, and
- enable the Successful Respondent to leverage established precinct income to underpin commercial outcomes.
Scope
- The Entertainment Quarter is situated within the Centennial Parklands and is subject to the Centennial Park and Moore Park Trust Act 1983 (CPMPT Act) and the Greater Sydney Parklands Trust Act 2022 (GSPT Act). This Tender Process is an open tender process for the purposes of the CPMPT Act.
- The open tender process is anticipated to comprise two stages:
- Stage One: this Invitation for Expressions of Interest (EOI), and
- Stage Two: Request for Proposal (RFP).
- The NSW Government has developed a framework to guide precinct development, including a Precinct Vision, Project Objectives and EQ Placemaking Framework.
- The NSW Government (in its capacity as project sponsor and landowner) is open to considering proposals that expand the land use potential of the Site, and/or increase the Site’s development capacity (relative to the existing planning controls), provided that such land uses are consistent with the statutory objects of Centennial Park and Moore Park Trust (CPMPT) and CPMPT Act. The NSW Government will not support proposals that include residential development. An optimal planning pathway to facilitate implementation of an agreed master plan for the Site will be further explored during the RFP Stage.
- The Project is expected to be delivered via a Project Delivery Agreement between the CPMPT and the Successful Respondent. CPMPT will also grant a lease (or lease(s)) to the Successful Respondent for a total overall term of up to 99-years.

An electronic data room (Data Room) has been established to facilitate the provision of documentation and information for the EOI process.
- To obtain access to the Data Room and participate in this Tender, Respondents are required to complete the Confidentiality and Process Deed Poll and Authorised User Form and submit them via email to EQOpenTender@premiersdepartment.nsw.gov.au, together with supporting documentation establishing authorisation for signatures.
- Access to the Data Room will be granted at the Premier’s Department’s absolute discretion following acceptance of the Respondent’s Confidentiality and Process Deed Poll and Authorised User Form.
