The Department of Finance (the Buyer) is seeking to engage experienced and qualified professional contracting services to support capability uplift and better practice.

NOTE: These services are technical based, not financial based. The Chief Financial Officer Branch (CFOB) seeks support with developing complex workbooks, financial modelling, complex spreadsheet development and analytics and other specialised work. An accounting or financial background is not required.

In consultation with the Buyer, the Contractor will:

• develop and refine financial modelling workbooks, tools, and spreadsheets that will allow CFOB to better capture financial reporting obligations
• develop and support CFOB in building operating processes and mapping mechanisms to reduce manual processing
• assist with preparation of financial management reporting, including preparation for Portfolio Budget Statements and other financial management tracking mechanisms
• assist and support in the development of range of financial reports, including monthly management reports, providing accurate and timely advice to Executive and other stakeholders
• support the implementation of the Government Estimates Update System (GEUS)
• work across CFOB to build consistent and efficient practices for budgeting, forecasting, exception analysis and financial resource planning
• review and assess existing tools and models for capturing, tracking and reporting (including data and financial expenditure extracted from SAP BW)
• provide related support, advice and assistance, as required by the Buyer

The Buyer is seeking to reduce its manual processing and administrative burden.

The nominated Contractor must:

• demonstrate experience developing financial reporting workbooks and tools,
• demonstrate experience with SAP and TechOne applications and products, particularly with analysing reports
• be capable of providing knowledge transfer and support to non-financial staff
• demonstrate appropriate understanding of risk
• be capable of delivering appropriate quality control
• hold and maintain a minimum BASELINE security clearance.
