The KHWA Program is designed to deliver an increase key health worker accommodation across rural and regional areas of NSW with NNSWLHD receiving funds under the Program for Lismore Base Hospital.
Project goals
NNSWLHD, through the provision of fit-for-purpose dwellings, seeks to:
• Attract, recruit and retain health workers in Lismore by providing reliable, fit-for-purpose, flood-resilient accommodation near the Lismore Base Hospital (LBH)
• Provide self-contained, fully furnished dwellings in a safe environment
• Achieve value for money outcomes via a future formal RFP, or similar, process that identifies a preferred delivery partner(s)
Scope
Northern NSW Local Health District (NNSWLHD) is seeking development partners to acquire land and to deliver key worker accommodation in Lismore, NSW. The project will provide between 10 - 20 self-contained studio apartments for short to medium-term stays by healthcare professionals including doctors and nursing staff.
This initiative is part of a broader strategy to improve healthcare service continuity and workforce retention in regional NSW. The accommodation must be high-quality, well-located, and operational by 30 June 2028.

Key Requirements
Location
- Within walking distance (ideally 10 minutes) of LBH.
- Flood-resilient and zoned appropriately (or capable of rezoning within project timelines).
- Accessible via public transport and pedestrian-friendly routes.
Design
- studio apartments, each with:
- Ensuite bathroom and kitchenette
- Laundry facilities (washer/dryer)
- Open-plan living with queen bed, desk, dining, and lounge
- Natural light and outdoor access
- Durable, low-maintenance finishes with hotel/commercial quality
- Acoustic treatment and energy-efficient fixtures
Communal Areas
- Outdoor open space
- Secure bike storage and letterboxes
Services & Security
- Centralised plant for maintenance
- CCTV, secure access (key card/fob), intercom
- NBN and Wi-Fi connectivity
- Fire safety systems and emergency lighting
Sustainability
- Compliance with legislative sustainability standards
Management
- Managed by NNSWLHD (subject to size of overall development)
- No on-site manager required for small-scale development
Delivery Expectations
- Completion by 30 June 2028
- Developer responsible for acquistion of land, design, approvals, construction, commissioning, and handover
- Must meet all requirements outlined in the Technical Brief which will be issued in future stages
