Invitation to Quote Developer Servicing Plans (Water & Sewer) Uralla Shire Council

Uralla Shire Council invites you to submit a quotation for the preparation of Developer Servicing Plans (DSPs) for Water and Sewer.

This project is funded under the NSW Regional Housing Strategic Planning Fund (Round 3) and forms part of a broader body of strategic work currently underway, including a Growth Management Strategy and comprehensive Local Environmental Plan (LEP) Review. The DSPs will provide a framework for equitable and transparent developer charges and ensure infrastructure planning aligns with projected growth across the Shire.

The Request for Quotation (RFQ) outlines the project objectives, scope, deliverables, and evaluation criteria.

Scope of Services

The successful consultant will be required to:

1. Review available data – including asset registers, GIS layers, hydraulic models, and previous studies.

2. Identify service catchments and growth areas consistent with the Growth Management Strategy.

3. Assess existing capacity and future demand for both water and sewer systems.

4. Identify augmentation works required to service projected growth.

5. Estimate costs and determine apportionment between existing and future users

6. Develop DSP documentation in accordance with relevant legislation and DPHI guidelines.

7. Prepare and present draft DSPs to Council staff for review.

8. Finalise DSPs for public exhibition and subsequent IPART audit.
