Bereavement Services - Operational Contract - Expression of Interest

ABOUT SHOALHAVEN CITY COUNCIL:

Shoalhaven City Council is located 2 hours south of Sydney on the most beautiful coastline in New South Wales, famous for its beaches (109 in total), mountains and pollution-free rural environment.

Shoalhaven is not just one community, but a series of separate and distinctive settlements, towns and villages with a population of over 95,000 people, covering 160 kilometres and 300,000 hectares with 741,000 acres of national park.

Scope:

Shoalhaven Bereavement Services (SBS) is a division of Shoalhaven City Council and is responsible for the day-to-day management and operation of the active (7 locations) and inactive (13 locations) cemeteries in the Shoalhaven City Council region, including the cremation facility at Shoalhaven Memorial Gardens and Lawn Cemetery.

SBS provide the following services to the community:

• Burial, cremation and inurnment services

• Pre-purchase and pre-planning interment rights

• Facilities for funeral/memorial services and after-service functions (Chapel and Café)

• Related information and communication:

• Community notification of upcoming funeral/memorial services
• Information and resources to support community: planning ahead, what to do when someone dies, guidance materials on memorials, community contacts (funeral directors, celebrants, monument masons), fees and financial support options.
• Historical records search services
• Information on each of the active and historical cemetery locations
• Resources for funeral directors

Active cemeteries that SBS manage and are the subject of this EOI are:

• Berry General Cemetery

• Conjola Cemetery

• Kangaroo Valley Cemetery

• Nowra General Cemetery

• Sandridge Cemetery

• Shoalhaven Memorial Gardens and Lawn Cemetery

• West Cambewarra Cemetery

Expressions of Interest will close at 10:00am AEDT Wednesday 5 November 2025. Submissions must be lodged in accordance with the requirements detailed in the EOI Document.
