Tender Description
RATP Dev WSA Pty Ltd (RDWSA), as the appointed Operator and Maintainer for the Sydney Metro - Western Sydney Airport line, invites your organisation to submit a non-binding Expression of Interest (EOI) for the provision of clothing and apparel to support the Operations and Maintenance (O&M) phase of the project.
Given that final uniform designs and detailed specifications are still being developed, RDWSA is adopting a two-stage procurement process:
Phase 1 - Non-binding EOI (current invitation): to understand market capability, capacity and innovation, and to inform RDWSA's uniform strategy, scope, specifications and financial envelope.
Phase 2 - Binding Request for Proposal (RFP): a competitive, selective tender to be issued to shortlisted EOI respondents, with the objective of appointing strategic supplier(s) for the term of the O&M contract.
The Clothing and Apparel Package is a significant initiative covering, at a minimum:
- Customer service uniforms for frontline staff, as well as corporate wear for non-customer-facing personnel, such as Operations Control Center (OCC) staff.
- Maintenance crew apparel and safety-related apparel, including high-visibility garments and arc-rated PPE.
All items must comply with relevant legislation and Australian standards (including safety and modern slavery requirements) and support a professional, customer-focused metro brand. Materials are expected to be durable, breathable and easy-care, suitable for both hot and cold environments.
Through this EOI, RDWSA is particularly interested in suppliers who can:
- Provide a digital or online solution for ordering and entitlement management (e.g. staff or managers ordering from a controlled catalogue, with appropriate approvals and reporting to management).
- Offer efficient storage, logistics and fulfilment, including local warehousing or distribution arrangements that support reasonable delivery times to Western Sydney locations.
- Demonstrate robust compliance with rail safety, WHS, modern slavery and other relevant legislation and Australian standards.
- Supply high-quality garments that balance comfort, durability, and ease of care.
- Demonstrate credible sustainability initiatives (for example, textile recycling and circular economy options) and Aboriginal participation measures that can contribute to RDWSA's internal targets.
Your EOI response is requested to provide an overview of:
- Your organisation's capability and experience in supplying uniforms/PPE to transport or similar safety-critical, customer-facing industries.
- Your proposed approach to design collaboration, branding and (where applicable) Indigenous design integration.
- The digital ordering / stock management solution you can offer.
- Your logistics, warehousing and delivery model for Western Sydney.
- Your frameworks and initiatives for sustainability, circularity and modern slavery compliance.
- Your approach to Aboriginal participation and local industry engagement.
- A high-level commercial approach (detailed pricing is not required at this stage).

These documents are intended to guide and structure your EOI response and may be refined ahead of the Phase 2 RFP.
EOI responses are to be submitted by 06 February 5:00 pm (AEDT)] via the ICN portal. RDWSA reserves the right, at its sole discretion, to shortlist respondents for participation in the subsequent binding RFP phase, to vary the process, or not to proceed with any procurement.
