Tender Description
Ventia Pty Ltd has been engaged by the City of Sydney to deliver critical infrastructure upgrades across its property portfolio. As part of this program, we are seeking a qualified lift contractor to undertake the full modernisation of eight passenger lifts at Town Hall House, located at 456 Kent Street, Sydney NSW 2000.
Scope of Works
The project involves the comprehensive upgrade of three low-rise and five high-rise lifts, including:
- Replacement of control systems with solid-state microprocessor-based Destination Control Systems (DCS).
- Installation of gearless AC hoist machines with regenerative VVVF drives.
- New car and landing doors, door operators, locks, hangers, and tracks.
- Upgraded car operating panels, LCD position indicators, and emergency communication systems.
- Compliance upgrades including pit and top-of-car inspection controls, roller guide assemblies, shaft lighting, and lift distribution boards to AS/NZS 61439.1.
- Integration with Gallagher high-level access control system and provision for remote lift call via smartphone app.
- Emergency evacuation capability via battery backup and generator recall (Lift F).
- Cosmetic upgrades to lift interiors with a Prime Cost Sum of $40,000 (excl. GST) per lift, including design presentations, samples, 3D renders, and final installation.
All works must comply with relevant codes and standards including AS 1735, EN81-20/50, AS/NZS 61439.1, AS 3000, ISO 25745-2, and WHS Regulations.
Performance Requirements
- Ride quality in accordance with AS ISO 18738.
- Noise levels not exceeding 55 dBA.
- Levelling accuracy within ±5 mm.
- PCA Grade A performance for both low-rise and high-rise lifts with population density of 1:10 sqm.

Site Coordination and Responsibilities
The contractor is responsible for all site coordination, safety documentation, and compliance. Costs for traffic control, permits, offsite storage, and after-hours work must be included in the tender price. All required certifications and documentation must be provided prior to handover.
Site Walk
